It's on the Cataclysm soundtrack because it was added to the game too late to be on the Wrath soundtrack.

It's certainly possible if a need arises, but I don't see that need right now. LFR, normal, and heroic modes have it pretty well covered. There might come a day where they want raids that fit a different number of players than currently supported, but if that happens, I don't think it will be for quite awhile.
