I've been wondering for a while - how will garrisons work if you're leveling with someone else? My boyfriend and I are planning on questing together until 100 when Warlords comes out, and I've been curious as to how we'd be able to handle garrisons.... Would we have to take the exact same buildings so we get the same quests?
There are very few building-specific quests. The ones that are there are usually brief tutorial-type quests that you'll be doing on your own, sometimes still within the borders of your garrison. If I were you, I wouldn't worry about those too much. I'd suggest that you and the beau just give each other a 15-20 minute timeout when you go back to your garrison to run your respective errands and then meet back up when you're done.
Where you will need to make decisions together, though, is the outposts in later zones. Out there, you get a choice of one of two buildings. Which one you choose can greatly dictate the direction you take in a zone. HerrKlokbok mentioned Gorgrond as an example yesterday. One choice will send you north, the other choice will send you south. You'll both want to pick the same one to get the same quests.

I think they chose not to increase the level cap due to the sheer number of pets in-game. Rather than making you take all of the pets you have at level 25 up to 30, they're giving the opportunity to level more of your low level pets to 25. Given their approach to high-end pet battles -- where battles are balanced with the expectation you'll find a specific combination of pets to win a fight -- I think Blizzard really wants players to have a large pool of different pets to choose from when tackling challenges. Keeping only 5-10 pets at max level won't get you far.
Leveling a pool of a hundred pets to the level cap all over again could get very tedious very quickly.

Valor points will convert to cold hard cash at a rate of 47 silver per point. Honor points ... I actually have no idea. Wiped out with a PVP season reset, maybe?

Yep. In these expansion pre-patches, pretty much everything but the new continent and its dungeons/raids become available. Every new UI feature, every graphical change, and so on.
