Illinois governor vetoes bill that would stifle car sharing
Illinois Governor Bruce Rauner has vetoed a bill that stood to damage peer-to-peer car sharing companies like Turo, GetAround and Maven. The bill was passed by the state legislature in May and would have applied the same state and local taxes big rental companies like Avis or Hertz have to pay to the individuals that rent out their vehicles on the car sharing platforms. Those include a five percent tax as well as local taxes of up to 20 percent. While the bill didn't initially include such stipulations, Ars Technica reports that industry lobbyists pushed for the changes late in the process.
How one ITC commissioner's dissent opinion cleared the way for veto of Apple product ban
For those of you that have an interest in patent law or an interest in the ITC's ruling in the Apple-Samsung case, which President Barack Obama just vetoed, then you should check out this piece from Philip Elmer-DeWitt. In the piece, Elmer-Dewitt explains how the ITC's original ruling forced the first presidential veto in a quarter century thanks to the dissent of Dean Pinkert, one of the six ITC commissioners. Most notably, Pinkert said that Samsung had failed to make a reasonable FRAND patent offer to Apple because the offer it did make came with strings attached... strings it knew Apple could not agree with. Specifically, Samsung wanted Apple to license non-essential iPhone patents to the company in return for its FRAND patents. This made it appear Apple was being unreasonable, thus incurring the ITC's original ban on some of its products. This led Pinkert to write in his dissent that "it is neither fair nor non-discriminatory for the holder of the FRAND-encumbered patent to require licenses to non-FRAND-encumbered patents as a condition for licensing its patent." Elmer-Dewitt theorizes that this set the stage for something the Obama administration, and the ITC itself, wanted: a strong sign via a presidential veto that signaled the United States was serious about putting an end to unreasonable patent lawsuits. Whether or not the presidential veto will have a lasting effect on patent lawsuits in the United States remains to be seen, however many in the industry believe it will jump-start much-needed patent reform in the country.
EVE Evolved: Outlaws of EVE
EVE Online's Community Manager CCP Wrangler once said that "EVE isn't designed to just look like a cold, dark and harsh world; it's designed to be a cold, dark and harsh world." That sentiment sums up the core philosophy behind the game, which permits such nefarious gameplay styles as thief, smuggler, scam-artist, pirate and market manipulator. Underhanded deals go on every day in EVE, with bounty hunters hired to ruin someone's day and spies tearing corporations apart from within. Many are drawn to EVE because it's one of the few MMOs that allows players to embrace their darker side. The opportunity to be a real villain in a sandbox universe can be intoxicating. Perhaps more intoxicating is the notion that the presence of tangible villains affords players a rare opportunity to play the role of hero. For every pirate gang lurking at a stargate in low security space, there's an anti-pirate squad somewhere planning an attack. For every thief ready to empty their corporation's hangers, there's a security specialist weeding out spies. The true outlaws of EVE are people who have earned their infamy through acts of ruthlessness in their chosen field. Over the years, we've interviewed and examined some of EVE's most notorious outlaws. In this article, I look back at four of EVE's most wanted, how they earned their infamy, and what they're doing today.
EVE video corner: "Future Proof"
There's no doubt about it that EVE Online can produce some stunning visuals and incredible stories. New Eden has been the setting for countless creative works, some featuring real gameplay and events and others pushing the limits of the prime fiction. Every so often, I come across a video so mind-blowing that it has to be shared. Last night CrazyKinux's Musing pointed me toward an awesome new EVE video that's been seven months in the making. Produced by Kale Ryoko, "Future Proof" tells the tale of a Caldari militia fleet on a combat mission for the state. Headed up by support commander Firefox of the Chimera "Overlord", the fleet must do all it takes to push through to their objective. Assisting with this twelve minute masterpiece is Veto corporation's Kyoko Sadako, the mastermind behind such incredible videos as "War Has Come" and "The Angel Cartel (Push Eject)". Made using some of EVE's art assets and the Unreal 3 Engine, Future Proof is a video that simply must be seen. Skip past the cut to watch both parts of the video in HD. CCP Games selects player commentators for EVE Alliance Tournament VII
CCP Games holds an annual EVE Online Alliance PvP Tournament where player organizations face off against one another, live, in a spectacle of explosions, cunning tactics, ... and occasionally betrayal. This year's Alliance PvP Tournament will mark the seventh annual event. CCP Games likes to get the players involved in ways beyond being tournament competitors, which is good news for the gamers themselves. Rather than having the developers comment with the play-by-play action, we've mentioned that CCP put out a call to the players, seeking PvP experts to be commentators. The final choices have been made and CCP announced the names of this year's Alliance Tournament commentators today, and it's clearly an accomplished roster of players. Crovan (Dark-Rising), of The Drone Bay podcast fame, will be back again this year. As will Kil2 (coracao ardente), who did a great job last year, and who many players will know from the PvP videos he's released. Verone, arguably EVE's most well-known pirate, will apparently be enjoying the tournament as a viewer rather than commentator this year, but his Veto corpmate Ryas Nia will be on hand at Alliance Tournament VII. Ryas will be joined by two new commentators this year: TeaDaze from Agony Unleashed (a PvP training school in EVE) and Trzzbk from GoonFleet. This looks like a great lineup of players chosen to speak during the matches. EVE Alliance Tournament VII will begin in early September, and will run for three weekends, culminating in the live video broadcast of the finals from Reykjavik.
Veto override for Utah game bill still possible, improbable
Utah-based newspaper Deseret News recently ran a piece about the extraordinary measures Utah state legislators would need to take to resuscitate HB 353, which enforces strict penalties on retailers who sell M-rated games to minors, following Gov. Jon Huntsman's somewhat unexpected veto. The paper claims "legislative sources" are reporting neither the Utah House nor Senate have the votes to reach the two-thirds majority to override the veto -- though this may end up being the smaller of two hurdles supporters of the bill will need to clear.The larger obstacle standing in the way of HB 353's sponsors is cold, hard cash. Earlier this year, the legislature canceled an "interim study day," effectively saving the state $25,000. In order to call a legislative override session, the state would essentially spend the funds they saved due to the cancellation. Hopefully, they have the good sense to just let the thing die -- on the off chance that they should manage to pass the bill once more, they'll almost certainly be paying more than $25,000 to the ESA for legal fee reimbursement.[Via GamePolitics]
Utah Governor vetoes video game and movie legislation [update]
It's game over in Utah, for now. Utah Governor Jon Huntsman (R) has vetoed the video game and movie retail restriction bill, which would have enforced strict penalties on retailers who sell M-rated games (and R-rated movies) to "buyers subject to an age restriction or recommendation." The legislation (HB 353), authored by Jack Thompson and legislator Mike Morle, recently swept the Utah House of Representatives by a 25 to four margin. According to GamePolitics, Jack Thompson claims the backers of the bill will seek an override of the veto. In a letter explaining his reasons for the veto, Huntsman says HB 353 would likely "be struck down by the courts as an unconstitutional violation of the Dormant Commerce Clause and/or the First Amendment." Huntsman estimates that a possible "unintended consequence" of passing the legislation would be that the industries most affected could choose to forgo the use of "age appropriate labels on goods and services," because of their voluntary nature -- hurting families in the long run. EVE Community Spotlight: LaVista Vista
The idea of players being elected as representatives of the subscriber base is a dimension to EVE Online that sets it apart from all other MMOs. This player-elected Council of Stellar Management works with the sci-fi title's developer, CCP Games, to ensure that the game design and balancing of EVE Online reflects the interests of the subscribers. Player politics related to a divisive community of gamers can be complicated, however. Since its inception, the Council of Stellar Management has faced intense criticism and no small amount of skepticism about how effective they will ultimately be. In other words -- EVE's Council of Stellar Management is a fairly accurate simulation of how the public reacts to real-world governance. Still, some of the original CSM delegates chose to stick it out and seek re-election for a second term. One of those delegates, now in his second term in office, is LaVista Vista. He's well-known to the EVE community for his level-headed approach to balancing the game and his experience with the different 'walks of life' of EVE's playstyles. These qualities make him an ideal representative of the interests of the players themselves and it came as little surprise that he was re-elected. Massively recently caught up with LaVista Vista, who was happy to discuss some of his experiences as a dedicated EVE player as well as a Council of Stellar Management representative.

Stunning EVE machinima depicts struggle between New Eden's factions
The sci-fi setting of EVE Online provides a great amount of material for players interested in creating machinima. But it's not everyday that a short film as good as Clear Skies or Havoc comes along. Then again, it's also not every day that something created by a player draws accolades from the game's creators -- but that's exactly the case with the work of EVE player Kyoko Sakoda, in "War Has Come" -- which beautifully captures the game, set to a cover of Bob Dylan's "All Along the Watchtower." Sakoda writes, "This is one of my first thematic works. I know the Bear McCreary version of the song may sound like it is out of place for a few hardcore sci-fi fans, but I could not justify using any other cover. Enjoy, and write feedback if you wish. Outlaws of EVE Online: Verone
EVE Online's futuristic setting of New Eden is one of sprawling galactic Empires and megacorporations, imposing order on uncharted frontiers through massive industrial infrastructures, elaborate networks of trade routes, and military fleets that ensure the galaxy remains firmly in the grasp of the technocratic elite.
