Enter Dashboard Starter. It's not a widget, but a utility that initiates the Dashboard startup sequence quietly in the background. It's triggered by the restarting of the Dock, so all of your widgets are ready to go after that restart or login. Dashboard Starter requires Mac OS 10.4 or greater and is freeware.
