  • FCC to dole out up to $300 million to help carriers expand service in rural areas

    It seems like almost every day that we receive a press release announcing Verizon or AT&T is planning to expand its LTE coverage to three, five, eleven new markets. But in some remote pockets of the country, you'd be lucky to latch onto even a solid 3G signal. In a bid to make sure those folks in the boonies get their due, the Federal Communications Commission is establishing a fund to encourage carriers to roll out 3G and 4G service in sparser areas. All told, the agency plans to award up to $300 million to mobile operators, with funds going to the providers offering the lowest rates. The winners will be decided in a sealed, single-round auction, which opens June 27th and is set to close July 11th. As a condition for receiving the funds, carriers must agree to cover at least 75 percent of the road miles within a given census tract. While it's unclear at this early stage which mobile players will take the bait, the FCC's already signaled which parts of the country will be first in line for upgraded service -- namely, Rocky Mountain states like Utah and Idaho, along with Maine, Appalachia and upstate New York.

But the only technology capable of blanketing our entire planet in connectivity is now able to provide a fast, consistent and affordable experience, thanks to one market-leading company, and the vision and leadership of Mark Dankberg. Launched from Dankberg's home in Southern California, ViaSat lit up on the map in 1986, and spent the first two decades focused on government and corporate contracts. Last year's launch of ViaSat-1, however, beamed the company straight toward the top of the North American satellite broadband market, bringing high-speed internet to the rural masses. Pair the company's Exede household product with airline contracts for in-flight WiFi, and you have one ever-growing infrastructure giant. We sat down with Dankberg -- ViaSat's CEO since inception -- at the company's Carlsbad, California headquarters, learning about the Exede service launch, a portable newsgathering rig and what the future of in-flight WiFi may look like on airlines like JetBlue and United.     If you've been relying on a satellite modem for your daily dose of the Internet, you're probably all too familiar with sub-1Mbps download speeds and an overall painful experience. That's exactly why we've been so impressed with ViaSat and its new 12Mbps down, 3Mbps up Exede residential satellite broadband product. Yesterday, we journeyed deep into Camp Pendleton near San Diego to test out those 12/3Mbps speeds on the go-anywhere SurfBeam 2 Pro Portable, and now we're back to play around with the enterprise setup's more stationary sibling, the SurfBeam 2 Pro. The modem functions in much the same way as ViaSat's less-expensive household version, though there's a bit more horsepower under the hood.The sample we saw at the company's Carlsbad, CA headquarters is also provisioned for faster service, delivering throughput in excess of 40Mbps down, letting you transfer files from the web at speeds you'd typically only be able to meet with a fiber connection. That may be a bit excessive for regular web use, but if you need to download software, movies or other large files in remote areas, that extra speed will likely be more than welcome.     There's no power outlet, land-based internet connection or even a decent cell signal in sight, yet we're posting this live, at fast broadband speeds. We're miles deep into Camp Pendleton, connected to ViaSat's SurfBeam 2 Pro Portable mobile satellite transceiver and sending data to and from ViaSat-1 located more than 20,000 miles above our heads. SurfBeam 2 wasn't designed for us to kick back and surf the web in the middle of nowhere at speeds that we could barely achieve while tethered to a cable connection just a few years ago, but we're doing just that, with ViaSat's roughly $20,000 go-anywhere satellite broadband rig. We first heard about Pro Portable last month at CES, which the company is marketing towards military, emergency management personnel and even broadcasters -- that's right, the sat truck of the future fits inside a hand-carry suitcase, and sends HD video from the world's most remote locations right back to broadcast centers at record speed, nearly eliminating that lag that makes certain CNN reports painful to watch.Pro Portable really can go anywhere -- disassembled, it fits inside a fairly modest suitcase, but screw it together and you have a full-size dish. There's also a four-port Ethernet router and an optional battery pack, which provides up to four hours of juice. Think of it as Exede broadband for far-off-the-grid types. Sadly, Pro Portable isn't priced low enough to make its way into your on-the-go blogger kit, but it costs a small fraction of the million dollars you can spend on a sat truck, which rents for thousands of dollars a day. It's also far more transportable and discrete, offering consistent 12 Mbps download and 3 Mbps upload speeds nearly anywhere in North America. How can SurfBeam 2 hold up during a bandwidth-intensive HD upload?   • FCC's 'Connect America Fund' redirects phone fees to provide rural broadband

    The Federal Communications Commission has just unveiled a new plan that'll overhaul an $8 billion fund that's currently used to "subsidize phone service in rural areas and for the poor," pointing that money towards buildouts in the ambitious rural broadband initiative. Most critics suggest that the existing fee model is severely outdated, and in fact, encourages "perverse schemes by carriers to stimulate certain kinds of phone traffic." Not surprisingly, FCC Chairman Julius Genachowski has said that he "doesn't expect" phone rates to increase for most consumers, and the agency's currently estimating a $2.2 billion savings from fees that are currently paid out to phone companies. Politics aside, the goal here is to provide broadband access (however that's defined) to every American by the end of the decade, with Genachowski quipping: "We are taking a system designed for the Alexander Graham Bell era of rotary telephones and modernizing it for the era of Steve Jobs and the internet future he imagined." Pretty sure more than just Jobs had visions of a connected future, but we're following the logic, Jules.

  • US Government offers up $103 million for rural broadband expansion

    The US Department of Agriculture announced this week that it will make available more that $103 million aimed at bringing broadband to areas of the US with little or no access to the technology. The money will go toward 23 projects in areas including parts of Oklahoma damaged by a recent tornado and a mountainous region in Northern California, which will provide internet access to native tribes.   • FCC frees up to 650MHz of backhaul spectrum to accelerate rural 4G deployment

    Busting down a critical obstacle in the deployment of mobile broadband in rural areas, the FCC announced plans to make up to 650MHz of spectrum available for microwave wireless backhaul. This particular block, which will be shared with cable TV relay (CARS) and broadcast auxiliary services (BAS), spans across half of the land mass of the US and blankets roughly 10 percent of the total population. The large expense of laying fiber optics at rural cell sites has been a barrier most companies haven't been able to break through; by implementing the use of microwave wireless backhaul, however, the government is hopeful this will drive the cost of deployment down, create new jobs and accelerate the rollout of 4G networks in remote areas. The FCC also allowed for the use of wider channels and smaller antennas, and lifted several federal restrictions in an attempt to make the process of securing spectrum easier. The department's clearly putting more focus on wireless broadband deployment in remote regions, and is currently asking for more comments on ways to ease the burden.   • LightSquared donates phones to North American tribes, keeps the rural connectivity flame a burnin'

    It looks like LightSquared's crush on rural America is still ongoing, folks. The firm announced today it'll donate 2,000 satellite phones to the Indian Health Service and other tribal organizations, allowing them to make calls in areas that terrestrial networks don't cover. Sadly, no details on exactly what gear it's deploying, but according to Computerworld the devices are voice-only, meaning IHS employees better get pretty damn crafty if they want to surf Engadget whilst on the job -- can you say dial-up tether? Either way, with connectivity headed to facilities in Oregon, Washington, Idaho and Arizona, can the firm's wholesale debut be that far off? We'll have to see, but in the meantime, indulge in the official PR beyond the break.

  • IEEE brings white space internet one step closer, we almost felt a twinge

    Kudos to the IEEE for rushing this new 'super WiFi' standard through so very speedily for the sake of rural communities with poor web access. Designated "IEEE 802.22," it promises to bring speeds of up to 22Mbps to devices as far as 60 miles away from the nearest transmitter. How's that possible? Well, the standard carefully exploits swathes of unused white space within transmission bands that were originally reserved (and jealously guarded) for analogue TV. These frequencies currently contain nothing but hiss and occasional communications from dead people, but one day they could and should be filled with the hopes, aspirations and Facebook updates of country folk who are very much alive.   • LightSquared creates rural America initiative, promises to be more help than hindrance

    With GPS interference issues now resolved, LightSquared's going back to the farm to reassure rural America it means no harm. The wholesale-only 4G LTE service that already signed up a plethora of partners is turning to Sen. Byron Dorgan and Reps. George Nethercutt and Charlie Stenholm to oversee its newly-created Empower Rural America Initiative. The plan calls for oversight of the service's bucolic deployment, promising its filtering tech will keep GPS-dependent precision agriculture on-point and pesticides away from your country home. Also under the proposed guidelines are plans to assist emergency first responders with network access in the event existing communication systems get knocked out. It's a comforting pat on the rustic back that should shore up "broadband adoption gap" issues currently plaguing underserved areas. But while it may look like the farmer and the technologist can be friends, we have a sneaking suspicion there are more self-serving motivations at play here.   • BT and Everything Everywhere will start LTE trial in rural UK this September

    Some of the UK's most remote parts still don't have access to broadband of any kind, but later this year, they might have the sort that makes us look on in envy. BT and Everything Everywhere are planning to start an LTE trial in Cornwall, England's most southerly county, which will last from the 1st of September through to the end of December. Connection speeds could scale as high as 40Mbps, though the typical rate is expected to be closer to 10Mbps. Volunteers are now being sought to participate in the trial, though they have to reside (or be willing to move, we presume) in the pretty tiny 4G coverage area near Newquay. BT and T-MOrange have been allowed a temporary slice of 800MHz spectrum to do their experimenting in, which will likely be up for grabs in the LTE spectrum auction that's set for next year.   • France to auction off 4G spectrum, carriers ready to get their bid on

    If you have a few billion euros hiding in your couch cushion and you've always dreamed of owning a coveted sect of airspace, might we suggest a 4G auction? France has some 18 blocks of high-speed spectrum up for grabs this September in the 800MHz and 2.6GHz bands, and wants at least 2.5 billion euros ($3.6b) in exchange for the whole enchilada. Expensive as it may seem, there's no reason to believe it shouldn't easily surpass that amount; the biggest competitors are definitely not lightweights by any stretch of the imagination, and -- as this will be the last of such spectrum to be sold for at least ten years -- we know each contender will be on its A-game. Fortunately the government has regulated the whole affair to keep spectrum-hogging to a minimum: no company can buy more than half of the "beachfront" 800MHz band, and no more than 15MHz of the 2.6GHz (out of 70MHz available). The most awe-inspiring regulation, however, is that victors will be required to build out their 4G networks in rural zones, ensuring that 90 percent of the population will have access to high-speed mobile broadband within 12 years. Could the US government learn a few things from this process?

  • The AT&T / T-Mobile senate hearing: deciphering the war of words

    Over the course of the next year, AT&T and its opponents will be in the ring, duking it out in a war of words in attempt to convince the government that a $39 billion takeover of T-Mobile by AT&T should or should not take place. Consumers have the most to win or lose here, yet we are resigned to watching from the sidelines as both sides lob countless facts and stats at each other like volleys in a tennis match. If you look at the merger process as a stairway to climb up, AT&T is still near the very bottom. Every rung will be full of intense scrutiny as it is: if the two companies are allowed to merge, the national GSM market becomes a monopoly, and the wireless industry as a whole would shift to only three national players plus a handful of less-influential regional carriers. The carrier's going to blow as much as $6 billion if the merger is not approved -- almost enough to buy Skype -- it can't just expect to put up some feel-good facts and stats to win the hearts of the decision-makers. AT&T has to be absolutely sure it'll come out victorious in the war, else it risks losing the trust (and money) of its shareholders. But to accomplish such a feat, it has to be on top of its game. There was no better time to show off what it's made of than last week's Senate Judiciary Committee hearing conducted by the Subcommittee on Antitrust, Competition Policy and Consumer Rights. When the Committee entitles a hearing "Is Humpty Dumpty Being Put Back Together Again?," it's either exercising a sense of humor or a preconceived notion of the merger due to the implication that Ma Bell is simply reforming. CEO Randall Stephenson appeared as a sacrificial lamb, going before Congress and his opponents to explain his side of the story, answer hardball questions, and endure a hard-hitting round of criticism.   • FCC mandates data roaming after 3-2 vote, AT&T and Verizon aren't too happy about it

    Good news for small cellular carriers, and bad news for big ones today -- the Federal Communications Commission has decided to mandate data roaming by a 3-2 vote. Simply put, major carriers like AT&T and Verizon will be required to let you check your email and perform VoIP calls over their federally-licensed airwaves even if you're actually paying a regional carrier for your cellular coverage instead -- just as they've been required to do for voice and messaging since 2007. As you can imagine, Big Red and Ma Bell aren't exactly jumping for joy at the news, with both threatening to slow expansion into niche markets if they'll be forced to share their infrastructure. The victorious members of the FCC claim that this doesn't constitute common carriage because the big boys still get to negotiate "commercially reasonable" rates. Considering that two dissenting commissioners say that it is, indeed, common carriage, though, and thus beyond the powers granted to the FCC, we imagine we haven't heard the last of this debate.   • Rural Carrier Association not happy with AT&T's MediaFLO spectrum buy, asks FCC to reject it

    The Rural Carrier Association -- representing some of the US' smallest carriers -- has a tumultuous relationship (at best) with industry giants AT&T and Verizon; major sticking points over the past several years have revolved around handset exclusivity and roaming deals that the rural guys need for their subscribers to have functional devices outside their relatively small footprints. The latest battlefront looks to be AT&T's deal to buy the juicy, high-value 700MHz spectrum that Qualcomm had been using to run its MediaFLO network, which the RCA says is a little excessive in light of the fact that the company and Verizon together already hold 70 percent of the available 700MHz airspace out there -- prime territory for LTE. The complaint might be a decoy, though: right in its press release, the RCA says that if the FCC does approve the purchase, it should require automatic roaming on the spectrum so that rural carriers have a chance to offer its customers 4G service there. Presumably, the RCA realizes its chances of actually getting the deal rejected are small -- so it's tying it all back in to the existing roaming concerns it's had. We see what you did there, guys!   • United States gets a National Broadband Map, finds much of its nation doesn't have broadband

    The FCC of the Obama administration has been very keen to highlight the fact that many Americans today still aren't riding the information superhighway, a mission of awareness-spreading that was advanced a little more yesterday with the introduction of the National Broadband Map. Mostly the work of the National Telecommunications and Information Administration, this $200 million project provides broadband data for thousands of providers with over 25 million searchable records -- all of which can be visualized in map form, categorized by connectivity type, or downloaded in full to your computer. APIs have been made available for anyone interested in remixing / using the NBM elsewhere, while information updates are promised every six months. In terms of the maps' content, we're still seeing unsatisfactorily wide swathes of broadband-free countryside, but we suppose the first step to fixing a problem is admitting you have one.

  • Deltenna's WiBE rural broadband device: swans and geese now free to browse

    At last, progress. We've heard whispers of "rural broadband expansion" thrown from halls of politicians for months on end, but it looks like a small company across the pond is cutting through the red tape and getting down to business. Deltenna's WiBE -- described as a device to deliver fast broadband to rural areas that are far from the phone exchange -- is available starting today in the UK and Ireland. It's purpose? It connects to nearby 3G networks and creates a mobile hotspot, not unlike a MiFi. The difference is that it delivers a data throughput around 30 times greater than a 3G USB modem, and the connection range is "typically between three and five-times that of the 3G dongle." The theoretical maximum is 7.2Mbps, with extensive testing demonstrating a typical download rate of 2.8Mbps in rural regions. Cetag Systems in Ireland and Buzz Networks in the UK will be first to offer it, with pricing set at £425 (less with bundles) in England and €299 through Cetag.   • Verizon looking to partner up for rural LTE deployments

    If you're wondering why T-Mobile doesn't have 3G in the middle of the Mojave, the answer's pretty simple: it's hard for any of the Big Four to justify spending millions of dollars on infrastructure in sparsely-populated areas. Rather than ignore it and leave the spectrum blank, though, Verizon's asking other companies to step in and share the responsibilities -- sort of -- by letting partners do most of the hard work (build towers and operate backhaul) while Big Red chips in its 700MHz spectrum holdings and "core LTE equipment." Presumably, Verizon will help itself to a share of the proceeds, which from their perspective, makes it look like a win-win scenario: they're helping to bring 4G technology to underserved areas, doing less work and spending less capital than they'd have to otherwise, and profiting off the spirit of an initiative that FCC chief Julius Genachowski is pushing very, very hard at the moment. And hey, we bet you'll be getting some insane throughput when you're rocking the LTE modem in the middle of nowhere.

  • First 'white space' network hits Claudville, Virginia

    Well, this one's been years in the making (literally), but it looks like the very first white space network using those newly freed up broadcast TV channels has now been lit up in Claudville, Virginia (population 916), which should just be the first of plenty more rural communities to come. As you might expect, the network was no small undertaking even considering the size of the town, and involved an "experimental license" from the FCC, network infrastructure from Spectrum Bridge, and a slew of equipment that Dell, Microsoft and the TDF Foundation contributed to the local school and computer center. No word on anything like actual speeds just yet, but we're guessing the Claudville residents will be plenty pleased regardless, as they've been stuck with nothing more than dial-up or expensive satellite internet until now.

  • Verizon keeps buttering up the feds, supports law requiring it to provide more roaming

    Rural and regional carriers have been looking for the FCC to bring down the hammer on compulsory roaming from the big players for years now, and in light of the recent investigations into potential anti-competitive practices, Verizon's throwing yet another bone in an apparent effort to be on its best behavior while the scrutiny continues. This time around, the company is proposing that a law be put in effect requiring it to offer smaller carriers two years of guaranteed roaming contracts in areas where those smaller carriers own spectrum but haven't yet built out their network, with certain situations entitling them to a third year. The regionals weren't happy with the handset exclusivity compromise and they don't appear to be happy with this deal, either -- Leap, owner of Cricket, has already come out and complained that Verizon need roaming contracts "over two decades as it built out its network and acquired competitors" and is only offering a couple years in return, so this battle may be far from over.[Via Phone Scoop]
