  • Europe pushes for a less US-dominated internet

    The European Union is more than a little jittery about a US-centric internet after learning the extent of the country's mass surveillance. Accordingly, the European Commission has proposed a whole host of measures that would shift control to the international community. It wants a firm schedule for globalizing internet infrastructure, more power for the Internet Governance Forum, fewer conflicts between countries' internet laws and a venue for improving transparency policies. The regulator doesn't want to give too much clout to any one group, though -- Commission VP Neelie Kroes prefers a "multi-stakeholder" approach that lets innovators move at their own pace. The proposal still needs support from both the Council of the EU and the European Parliament before it can take effect, but it could give Europe a united front when it's pushing for changes in internet policy.   • Peggle 2 proposal is the most uplifting thing you'll see today

    Rob and Shireen are both big Peggle fans. During the development of Peggle 2, Rob wrote in to PopCap for a little help with proposing to his girlfriend – and the studio obliged. PopCap came up with a special testing day scenario: Rob would tell Shireen he wrote this essay into PopCap telling them how she's their biggest fan and the company would fly the two out to San Francisco to test an early build of the game and provide feedback. The early build, comprised of five levels, would culminate in a final level where Rob would ask Shireen to marry him. Now, we don't want to ruin the ending for you, but maybe grab a tissue before you hit the play button above, okay?

  • DARPA's XS-1 program aims for an unmanned spaceship with aircraft-like costs

    The reusable spacecraft we've seen so far haven't really lived up to their billing: vehicles like the Space Shuttle or SpaceShipTwo require elaborate, expensive launches. If DARPA succeeds with its just-announced XS-1 program, however, spaceflight could be an affordable, everyday occurrence. The agency plans to develop an unmanned spacecraft that requires a minimal ground crew, reaches speeds above Mach 10 and flies at least 10 times in as many days. Provided DARPA meets its goals, XS-1 would both speed up the deployment of small satellites and lower the cost per flight to an "aircraft-like" $5 million or less. Don't count on seeing a ship in action anytime soon, though. DARPA will only receive some of the first design proposals on October 7th, and someone still has to build the winning project -- it will likely be years before XS-1 slips the surly bonds of Earth.

  • Neverending Nightmares dev releases game made to propose to his wife

    Matt Gilgenbach proposed to his wife nearly three years ago with a homemade game called A Mobius Proposal. While the closest most such proposals ever get to public release is a video on YouTube, Gilgenbach has released A Mobius Proposal for everyone and anyone to enjoy. You can download the game by visiting the Kickstarter page for Gilgenbach's next project, Neverending Nightmares. Gilgenbach said in a project update that he released the game now because it "shows what games mean to me, how important they are, and what a big role they play in my life." He also clarified in his update that the game has a "lack of polish," and he doesn't plan to revisit or expand on it. Feel free to enjoy A Mobius Proposal as a game, or use it for your proposal. Just remember Joystiq assumes no responsibility should you try to use the game to propose to a woman not named Joanne.

  • US Defense Department offers key spectrum to cellular carriers

    The US Department of Defense values its wireless spectrum more than many government agencies, and it has been reluctant to lose those airwaves to private providers through government auctions. It just had a change of heart, however: the Pentagon tells the NTIA that it's now willing to free up spectrum in the 1,755MHz to 1,780MHz range. The proposal would have the military shift much of its wireless use into nearby 1,780MHz to 1,850 MHz bands, while moving other tasks into frequencies between 2,025MHz and 2,110MHz. Problem solved? Not quite, unfortunately -- NAB members use the 2GHz range for TV, and they're more than a little worried about interference. The military's suggestion should kickstart negotiations, though, and carriers are optimistic that there will eventually be a deal that gives them the bandwidth they crave.

    Who says devs only want to beat us with a nerf bat? When a long-time Aion player decided he wanted to ask the most important question of his life using the game he and his beloved shared countless hours in over the years, devs jumped to his aid. To help make the experience memorable, Aion's devs provided a backdrop of cakes and musicians in Sanctum Square on the Israphel server where both resided. Then as the hopeful groom-to-be dropped to his knee in game, the heartfelt words he recited to her in real life also flashed across the game screen for all to see. When she gave her answer, the sky exploded in fireworks and everyone saw the message, "She said YES!!!" Congratulations to the happy couple, Jambo and Trishann! We're sure that's a proposal that will not be forgotten. And kudos to NCsoft for having the heart to be a part of one of the greatest moments in its players' lives.   • Man proposes to girlfriend using a fake iPad

    Plenty of iPads were gifted this past week, but at least one young lady received something in an iPad box that she probably wasn't expecting. Reddit user rad_rob proposed to his girlfriend in an amazingly unique manner, swapping the Apple tablet out of a retail box with a wedding ring. To get the weight right, the ambitious would-be groom fabricated a metal plate, complete with the big question engraved on it. He then placed the plate and ring in the box and offered it as a gift. "I know I cried a little, and as soon as I opened the lid on the box and she saw what was inside, so did she," rad_rob posted in an update. "She immediately said yes, and threw her arms around me. I felt like a total stud." Oh, and she also got the iPad that originally came in the box. Bravo, good sir. Bravo. [via OhGizmo]

  • FCC votes in favor of rethinking spectrum holding rules, goading broadcasters into wireless selloffs

    FCC meetings can be momentous occasions under the right circumstances, although it's seldom the case that we see the agency pass two potentially far-reaching measures in one sitting, like we just saw on Friday. To start, regulators have voted in favor of a proposal that will review spectrum sale rules and might drop the case-by-case determinations in favor of a more consistent screening mechanism. The reexamination will also consider a change to the ownership rules surrounding wireless frequencies that treats bands below 1GHz differently than those above -- the better to address a chorus of smaller carriers that don't like all the prime spectrum going to the companies with the most existing clout, namely AT&T and Verizon. FCC Chairman Julius Genachowski argues that reform could spur innovation through more competition, although dissenting Commissioner Robert McDowell is worried that consistent rules will somehow create "uncertainty." Side-by-side with the review, the FCC is proposing an incentive-based reverse auction strategy to have TV broadcasters voluntarily give up their spectrum for cellular and data use. The multi-phase approach would have TV providers set the price at which they're willing to sell their spectrum to the FCC; those that just can't bear to part with their airwaves would be corralled into a tighter band range to make for larger available frequency blocks in the auction that follows. As with other FCC proposals, there's likely to be a long interval between the auction vote, the review and any definitive rulemaking, let alone an impact -- auctions by themselves can take years to play out. Still, any success with the measures could head off spectrum crunches while simultaneously preventing any solutions from consolidating too much power and creating their own problems.   • FCC chairman green-lights AT&T's use of WCS spectrum for LTE with proposed order

    AT&T is close to securing a major victory in its battle against the spectrum crunch. While it's not quite a done deal, FCC chairman Genachowski has submitted a proposed order to FCC commissioners that would authorize AT&T's deployment of its LTE service within a 20MHz portion of the 2.3GHz (WCS) band. The deal is unique in that the spectrum is currently reserved for satellite radio, and the reallocation would mark the first of its kind within the WCS band. As you may recall, AT&T previously conceded to a 5MHz dead zone on both ends of Sirius XM's operating frequency in order to mitigate interference concerns, and it seems the move was sufficient to gain the chairman's support. Also looming on the FCC's to-do list is the decision of whether to approve AT&T's purchase NextWave and its unused WCS spectrum. If it's any indication, however, Chairman Genachowski seems bullish on the reallocation and has suggested that the agency may authorize another 30MHz of the WCS band for mobile broadband use. AT&T has previously said that it could feasibly deploy LTE over the 2.3GHz spectrum within the next three years. One group fighting the deal is the Competitive Carrier Association, which posits that AT&T's purchase of such a significant chunk of spectrum on the secondary market is anti-competitive in nature.   • FCC to vote September 28th on proposal auctioning UHF spectrum, Weird Al might still approve

    The FCC has been more than a little eager to repurpose spectrum as wireless internet access takes off: white spaces and iDEN frequencies have already switched roles, and that's not including the myriad of spectrum swaps. Add one more wireless variety to the list, as FCC Chairman Julius Genachowski has confirmed his agency will vote on a proposal for incentive-based auctions of UHF spectrum. When the Commission meets next on September 28th, it will decide on whether or not to lure broadcasters into giving up the usually TV-focused space for the sake of data lovers everywhere. The freed-up airwaves in the proposal would mostly be unlicensed spectrum with "WiFi-like uses," but at a much lower frequency than the 2.4GHz and 5GHz bands that WiFi needs today: as the first consistent, unlicensed spectrum at that range in the US, it could create opportunities for longer-ranged, free wireless that aren't even on the table in 2012. Not that we have much of a choice in taking action today. Any accepted rules won't be completely finalized until mid-2013, and the auction itself won't take place until 2014. Still, the UHF plans foster dreams of more wireless for everyone -- and we suspect that even one Mr. Yankovic wouldn't mind giving up Channel 62 for a long-distance home network.

  • AT&T strikes a deal with Sirius XM to make 2.3GHz LTE a reality, pitches it to the FCC

    AT&T has been a little more eager than usual to get spectrum after a certain big deal fell through, and we now know that Big Blue has been willing to bury a few outstanding hatchets to make that happen. The carrier has filed with the FCC to propose a deal with Sirius XM that would get its LTE-based 4G running on the 2.3GHz Wireless Communications Service (WCS) that, normally, satellite radio intersects. Rather than stay at an impasse, AT&T has agreed to a 5MHz dead zone on either end of Sirius XM's frequencies that would mitigate the risk of that Internet video stream colliding with Howard Stern. The provider still needs clearance to go ahead, and might not exactly get a resounding thumbs-up from WCS holder NextWave, which stands to lose more than a small piece of its airwave pie. An FCC all-clear would nonetheless raise the chances that AT&T keeps LTE flowing freely as subscribers pile on the network, even after the telecom behemoth conceded spectrum to T-Mobile.

    Most neurochip projects have been designed around melding the brain and technology in the most literal sense. Intel's Circuit Research Laboratory, however, is betting that we might get along just fine with neuromorphic (brain-like) computers. By using valves that only have to respond to the spin of an electron, as well as memristors that work as very efficient permanent storage, the researchers believe they have a design that operates on the same spikes of energy that our noggins use rather than a non-stop stream. Along with simply using power levels closer to those of our brains, the technique allows for the very subtle, massively parallel computations that our minds manage every day but which are still difficult to reproduce with traditional PCs. There's still a long path to take before we're reproducing Prometheus' David (if we want to), but we've at least started walking in the right direction.

  • RIM and Motorola modify nano-SIM proposal, hope to meet Apple halfway

    It's been a battle of epic proportions over a microscopic piece of plastic, but the warring sides appear to be working together to find a compromise. We're referring to the fight between Apple and a coalition formed by RIM, Motorola and Nokia as each group attempts to make their own nano-SIM design the ETSI standard. Neither entity has seemed willing to extend an olive branch and come up with any compromise -- until recently. RIM and Motorola have updated their design proposal in an effort to reach middle ground with Cupertino, and it appears that they were more than accommodating in the chip's refreshed look (seen above). So how different can two nano-SIM designs be? Worlds apart, it turns out. For instance, RIM and Motorola have insisted from the beginning that a notch is necessary to allow for "push-push" mechanisms (push to lock the chip in place, push to pop it back out again); Apple, on the other hand, has been entirely anti-notch -- not a surprise, given the fact that the company uses SIM trays on the iPhone, therefore making the concept of a notch completely irrelevant. In its redesign, however, RIM and Motorola took elements from both sides of the fight and combined them. The new look retains Apple's simple rectangular style, but still makes room for a low-key notch on one side. It's difficult to say whether this move will be enough to gain the affection of Tim Cook's company and sway the vote -- Apple is still hard at work modding its own design, after all -- but it's nice to see both factions playing nice with each other prior to the next ETSI meeting on May 31st.   • FCC wants to set aside wireless spectrum for medical body area devices, our hearts are literally aflutter

    The FCC has been making a big push towards freeing up the airwaves for medical uses, and it just took one of its biggest steps on that front by proposing to clear space for wireless body area networks. Agency officials want to let devices operate in the 2.36GHz to 2.4GHz space so that patients can stay at home or at least move freely, instead of being fenced in at the hospital or tethered to a bed by wires. Devices would still need the FDA's green light, but they could both let patients go home sooner as well as open the door wider for preventative care. Voting on the proposal takes place May 24, which leaves our tech-minded hearts beating faster -- and if the proposal takes effect, we'll know just how much faster.

  • Nokia to Apple: don't cha wish your nano-SIM was hot like ours?

    Don't you hate it when the biggest wars can be started over the smallest things? This time around, we're referring to this in a very literal sense, as Apple has been putting the heat on (no, not that kind of heat) against an alliance formed by Nokia, Motorola and RIM regarding nano-SIM standards. With the ETSI gearing up for a vote on various proposals next week, the two sides are locking horns, determined to prove theirs is the best. Last we heard, concerns were flying left and right that Apple was planning to move ahead with its nano-SIM unilaterally, snatch up a smorgasbord of patents along its path and seize control of the governing body by registering six subsidiaries to vote. Considering Nokia is the current vote leader and claims its design has "significant technical advantages," we can understand why the Finnish giant would be worried. But how, exactly, is its design any better off?A Nokia representative gave some more clarity to The Verge about the perks its version offers. The company claims Apple's standard doesn't meet the ETSI-approved requirements, which if true would make it incredibly difficult -- in theory, anyway -- to win over votes. Also, unlike Cupertino's version, Nokia's card doesn't require a tray or drawer, which equates to more space, allows for more design innovations and decreases the cost of manufacturing in comparison. Lastly, Espoo also argues that its competitor's proposal wouldn't be backwards-compatible with micro-SIM slots. Sounds legit, but we'd love to hear the opposing team offer its rebuttal before next week's vote. As it stands, we doubt this is the last round in the war of words before everything is settled. You need to put some effort into a proposal.Jered McFerron did when he decided to rewrite the code for the 1986 NES classic, Metroid, in the C++ programming language. This undertaking wasn't initially to propose to his love, Jenni, but struck as an inspiration mid-project when he knew she was the gal for him.His approach involved changing key parts of the game to guide her into a special room where Samus would be confronted by the red ring item from The Legend of Zelda, as seen in the image above. Luckily for Jered -- and all of us on the internet with a soft spot for romantic stories -- she said yes.

  • NHTSA issues 'distraction guidelines' proposal for in-vehicle electronics, MyFord Touch frets

    With companies like Tesla and Ford replacing tactile, in-dash systems with touchscreens and gizmos, the National Highway and Transportation Safety Administration wants to set "distraction guidelines" for how automakers implement factory-installed in-car electronics. Nearly a year after discussing the possibility of bringing restrictions to in-car information, US Transportation Secretary Ray LaHood unveiled phase one of a (potential) three-part, "first-ever federal proposal" loaded with suggestions for keeping driver's eyes and attention on the road. Notably, these voluntary guidelines take aim at "communications, entertainment, information gathering and navigation devices or functions that are not required to safely operate the vehicle." According to Reuters, though, the Alliance of Auto Manufacturers claims that "elements" of the guidelines have been in practice for nearly ten years. The ideas range from ensuring that one hand is always left free for steering and restricting the entry of text, such as an address, unless the your car is in park, to limiting in-dash text prompts to "no more than 30 characters of text unrelated to the driving task" so that your eyes can't wander off of the road for too long. Passengers, of course, would be free to do whatever they wish. Vehicles under 10,000 pounds are said to be the primary focus, with the NHTSA noting that electronic warning systems will not be on the radar as they intend to help drivers, well, drive. Before the proposal spins into action, beginning in March it will be up for public comment for 60 days L.A., Washington D.C. and Chicago. Depending on how the phase one guidelines pan out, phase two will focus on devices brought into vehicles, like cellphones, while phase three would set its sights on voice controls.   • FCC seeks to streamline licensing requirements for 800MHz band

    A new proposal set forth by the FCC would modify the Commission's licensing requirements of the 800MHz band by replacing its current site-based model with more contemporary geographic guidelines. Commissioners argue the change is needed, as site-based rules were originally established to consider the propagation of analog signals -- now obsolete by anyone's standards. The move would bring the licensing requirements of the 800MHz spectrum to parity with the 700MHz, AWS and PCS bands and reduce a boatload of paperwork along the way by eliminating current data collection requirements. The proposal would also create a new, two-stage auction process for the unlicensed areas, based on the new geographic approach.   • Brazil wants to build South American broadband network, says it will bring down costs

    A pan-South American broadband network: It sounds rather ambitious, but that's exactly what Brazil proposed yesterday, during a meeting of the continent's communications ministers. In an address to his colleagues, Brazil's Paulo Bernardo called for the creation of "a ring of South American fiber optic networks" encompassing the entire continent. This "South American solution," he added, would lower the costs of internet and mobile access across the region, benefiting consumers and ISPs alike. "Connection costs for South American users represent on average between 35 and 40 percent of the total price of the service," the minister explained. "An Internet provider in South America pays, in the best of cases, three times more for the connection than in the United States. This situation must change urgently." Bernardo estimates that the initiative would cost about $60 million and could be completed within two years, though it'll likely have to jump through a few more hoops before nearing reality.
