  • Election results from EVE Online's second Council of Stellar Management

    EVE Online is notable among MMOs for having a system where players elect other players to become part of a representative body known as the Council of Stellar Management (CSM). The main purpose of the CSM is to represent the interests of the playerbase before the developers at CCP Games and, hopefully, keep the game of EVE in step with how subscribers actually play it. All four of the first CSM delegates who ran for re-election were voted in for the second council. Eva Jobse (aka 'Ankhesentapemkah'), Charlie Eriksen (LaVista Vista), Sean Conover (Darius JOHNSON), and Marcell Tóth (Tusko Hopkins) are all returning for another term. The CSM's new Chairman, having garnered the most votes in the election (2033), is Vuk Lau from 4S Corporation, of Morsus Mihi alliance. Joining them are four new delegates: Valentine Obasuyi (Pattern Clarc), Jeremy Jankie (Omber Zombie), Michele Boland (Issler Dainze), and Ryan Hamilton (Bunyip). According to EVE developer CCP Xhagen, the CSM's first order of business is to elect a vice-chairman, secretary and vice-secretary.

    Tomorrow is the last day for EVE Online players to cast their vote for the Council of Stellar Management (CSM) candidates. Members of the player-elected council act as representatives of the playerbase, bringing issues with the game before the developers and working towards keeping EVE Online a game that reflects the interests of those who play it.EVE's Council of Stellar Management is one of the first significant implementations of a democratic process impacting both the players and developers of an MMO. Other titles and developers have taken smaller steps towards this in the past, but the first CSM was a first for the industry as well.

    This has been an important week for our American readers in terms of elections, but now that the minor distraction of real-world governance has been dealt with, it's time to focus on governance in the MMO space. You've got to keep those priorities straight, after all.The polls are now open in EVE Online's second Council of Stellar Management (CSM) election, where players can vote for candidates to represent their interests before CCP Games... and potentially impact how the game evolves. We can already sense the impulse someone, or several someones, out there has to comment below: "But why should I bother voting? What do they even do?" And to be fair, it's not been very transparent what the CSM has been up to (aside from the meeting minutes), but more so what effect they've had on EVE and its development pipeline.

    EVE Online differs from other MMOs in a number of ways. Differences in game mechanics and setting aside, even the dynamics among the players is different than with your standard sharded MMO. The single server approach puts all of the players in one world, sometimes creating a tense social dynamic between the players, and especially between CCP Games and the EVE subscribers. The player-elected Council of Stellar Management (CSM) is an attempt to have a group of players bridge this gap, and represent the interests of the playerbase as a whole by advising CCP on how to keep the game in step with what the players want. Although the first CSM is still in office, the next election process is well underway. EVE dev CCP Diagoras posted a breakdown of the applications for the second Council of Stellar Management, listing statistics and information about those who have their eyes set on a place among the CSM, and plenty to read about each of the individuals in the running.

  • CCP Games lead economist on social structures in EVE Online

    Phil Elliott from Gamesindustry.biz recently conducted an interview with CCP Games Lead Economist Dr. Eyjólfur Guðmundsson (known as CCP Dr. EyjoG) titled "Star Bucks." While the interview discussed the importance of social structures in EVE Online given the game's single-shard nature and of course the game's economics, he was asked questions about gameplay and some of the core foundations of the game -- namely the freedom to act and the consequences that result (or the perceived lack of consequences). Dr. EyjoG was asked about the concept of trust in the sandbox game, how some players feel there's not enough reciprocity in terms of consequences for one's actions in EVE. "Should we provide more security, more traceability -- that would help it out, but it's definitely a game design and balance question. For us we see the universe as it is, we don't see that need... at this point at least," Dr. EyjoG responded. The interview also hinted at some of the as-yet unrealized possibilities in the game such as player-requests to tie sovereignty in with rules that govern those regions of controlled territory and what the game might be like years down the line.

    Some players in EVE Online are known for a particular contribution to the community. Others for their presence on the forums or for their reputation as a pilot. EVE's players know Winterblink for all of these reasons, and more. While there are a number of celebrated players in EVE Online, few names are as recognizable in the game as Winterblink. Whether you're a fan of the Warp Drive Active comic, you listen to his podcast, or perhaps you just want to podkill him... most players agree that he's one of the friendliest people you're likely to meet in EVE, except for when he's got you in his sights. Massively recently caught up with Winterblink and spoke with him about how Warp Drive Active came to be, finding humor in a game that's taken so seriously by its players, and what it means to him to be a part of the EVE community.

  • EVE's second CSM election process begins

    CCP Games announced that it's time for EVE Online's next Council of Stellar Management election process to begin. Here's the message from the Council Election page: "The second democratic elections in EVE will start the 7th of November. Here you can enter your application to run as a candidate for the election. You will run under your real name with an EVE identity for others to relate to. You will have to be ready to appear in public or in mediums. Your account has to be older than 30 days. You are required to put effort into your position. Yet serving the EVE population is well worth it. Get all the necessary information here. Throw your hat in the ring and make history." Interested candidates will need to have their information submitted to CCP no later than October 17th (extended from their previous announcement that stated October 10th). The application, which requires a candidate to scan and submit an image of their passport, states: It is important to notice that your real life name, country, character name, campaign webpage and campaign message will be made public and available for everyone to see. Players elected to the Council of Stellar Management may also be required to appear on EVE-TV (should it make a comeback) and E-ON magazine, in addition to being willing and able to make the trip to Iceland.

  • EVE Online's first CSM term ending, next approaching

    The latest EVE Online dev blog deals with the forthcoming changing of the guard, in terms of the player-elected Council of Stellar Management (CSM). EVE dev CCP Xhagen touched upon the fact that in the nearly 4 months that the first CSM has held office, it became clear(er) to the developers that their own views on some aspects of the game can be differ from how the players see it. While CCP Xhagen didn't list the CSM's accomplishments, he said that some of what the CSM brought to CCP Games won't be implemented until well after the new Council is elected, due to the time it takes to implement changes in the development pipeline. However, some of their efforts "will start to become visible in WAR 1.2 and the winter expansion." He also announced the dates and details for the second Council of Stellar Management, with a few changes made to the rules. CCP Xhagen said, "... the chairman is eligible for the chair-position again should he decide to step down as such and have the CSM vote a new one; 25% of actual voters are required to force a topic up to the CSM; the biggest change is the 21 year age limit to be a valid candidate."     EVE Online is a vast setting where all players interact in one galaxy. While other MMOs are sharded across different servers, some with different locales, EVE places all of its players together. Its implementation ensures that many servers seem to be just one from the perspective of any pilot flying in New Eden. However, given the daunting size of EVE's explorable environment, there have been some players who took it upon themselves to map the known universe and release their findings as a resource for other pilots. Shayne Smart, aka Serenity Steele, is one such player. He's been getting some media attention in recent months as Vice-Chairman of the Council of Stellar Management (CSM). Beyond his duties on the CSM, Smart is also well-known to many players as the creator of EVE Strategic Maps, a spiral bound collection of star charts which some fans of the game find indispensable. You would think Smart would find mapping out 5000 solar systems (each with its own myriad planets, moons, stations, and other resources) a feat hard to top. But what Smart's done is found a way to use the in-game browser in the EVE client to act as a sort of GPS, tracking your position as you jump from one solar system to the next, and allowing you to better see your relative position in the galaxy as part of your overview. The cartographer's latest 'minimap' effort is presently 2-D only and in beta, though is well worth a look and quite simple to use.   • The great divide between EVE's players and developers

    Once upon a time, there was a game about internet spaceships set in a vast galaxy, just waiting to be explored and conquered. It wasn't a huge game in terms of subscribers, in fact it was quite niche, but its small following was devoted. The size of the community allowed the developers to really interact with them and refine the game. The devs were approachable, open, and direct. In many respects, the players and developers were friends. All seemed well in the internet spaceships game, until the player base's numbers grew, and so did the collective din of their voices. The developers soon found they had to be careful about what they said to the players, in case they'd be accused of going back on their word somewhere down the line. At the same time, the game company grew to handle all of these new faces. As with most internet communities, the ever-growing numbers of players became more and more hostile, and the developers grew more and more silent...Then, a developer -- let's call him "t20" -- used his knowledge of the game to cheat a little. Some players received an unfair advantage over others because of this lapse of judgment, and it was revealed publicly. The players became enraged. The developers were embarrassed and apologetic. Many players left the game, or at least loudly professed that they would. Many perceived that the developers, seen as a whole, were untrustworthy. Given how bad this situation was, and seeing no real way to change these perceptions, the game's creators had to accept that this was how things were. The people who built up the game from nothing saw little recourse but to withdraw even further from the very community which was so vital to their success. Does our story end there?

    MMORPG.com's video scoop from the Leipzig Games Convention wasn't limited to info on EVE Online's upcoming expansions. They also got some face time with Lead Economist Dr. Eyjólfur Guðmundsson of CCP Games, who discusses some of CCP's projects and initiatives, namely the Council of Stellar Management (CSM). Dr. Eyjólfur shares his point of view on the process of having players interact with the developers on affecting the development pipeline. He also addresses the poor voter turnout in the CSM election, which was not surprising given the general apathy many people have about real-life elections, he comments. The interview largely focuses on Dr. Eyjólfur's experiences with the CSM, but given his role in the company, he also mentioned the economic impact of factional warfare on the market in EVE. More information on this aspect of EVE should be covered in one of his forthcoming Quarterly Economic Newsletters, he says.   • GC 2008: EVE economist says players set the game's course

    Speaking at the Games Convention in Leipzig, EVE Online economist Dr. Eyjolfur Gudmundsson suggested that the game's 245,000 players drive its development and innovation even more than the team at CCP does. That could be construed as populist pandering, for sure, but Gudmundsson -- who was addressing a room full of game developers -- dedicated most of his talk to the notion of "unleashing the power of players."He pointed to the Council of Stellar Management -- a democratically-elected group that represents the player-base in meetings with CCP -- and the player-driven open market that manages itself in accordance with real-world principles of economics as examples of the communal direction in action.This is a notably different mentality than that found in World of Warcraft and similar games which dispense carefully constructed experiences to the players from the developers at the top. EVE stirs an open ended pot of players to cook up gameplay experiences. Godmundsson is talking up the open approach, but both methods arguably have their own special strengths and pitfalls.

    Jade Constantine is a veteran player of EVE Online, long known for having a forceful personality and a flair for writing. As the CEO of Jericho Fraction and the head of The Star Fraction alliance, Jade has become a pioneer in EVE roleplay, upholding ideologies of freedom that run counter to some of the very systems that define the game. Along the way, Jade has made some enemies, but clearly some allies as well, having garnered the most votes in the Council of Stellar Management (CSM) election. As Chairman of the CSM, Jade Constantine is a magnet for controversy, but as an elected delegate, is also in a unique position to deal directly with CCP Games and potentially change EVE. Massively recently spoke with Jade on the state of roleplaying in EVE Online, the challenges that the CSM faces, and what it's like to be under the magnifying glass.

    EVE Online's delegates elected to the Council of Stellar Management (CSM) have made headlines in recent weeks, both in the gaming press and mainstream news. Amidst all the media attention, EVE players have been debating to what extent the CSM will be able to work with CCP Games on changing the game to better accommodate the playstyles of the subscribers. An article at The Escapist called 'Politics in a Vacuum' explores this interaction between the CSM and CCP Games, focusing on the Council summit in Reykjavik. CSM delegate Alison Wheeler (aka Inanna Zuni in EVE) told The Escapist: "I'm not totally sure yet how much agreement there is between CCP management and CCP development teams. They've opened this can of worms that said, 'These people get elected by other pilots and players, they have the right to say, "We want this to happen; please make it so!" Predictably, this could lead to some problems where the expectations of EVE's players, conveyed through the CSM, are unrealistic in terms of what CCP can deliver on.

    CCP Wrangler has just erected quite a wall of text at the EVE Online forums, but this one is definitely worth a read as it concerns the direction of the game. Wrangler's post is essentially the minutes from the first meeting between the player-elected Council of Stellar Management and CCP Games in Reykjavik last month. CCP Wrangler's post lists the issues that the CSM brought to CCP Games, summarizes delegate views on the issues and CCP's responses to their concerns. The minutes represent three days worth of meetings; highlights include skill queues, Black Ops improvements, alliances and factional warfare, and 0.0 sovereignty issues. Beyond these issues, there's much more listed that covers a wide range of player concerns. Of course there won't be any immediate changes to the game, but the minutes give a fair estimation of how EVE Online may evolve in the months to come.

  • Empyrean Age factional warfare map included with newest E-ON issue

    EVE Online's latest dev blog comes from Zapatero, one of the staff at E-ON, the quarterly magazine all about EVE. Our own Massively columnist Brendan Drain, aka Nyphur, has been a past contributor to E-ON, which should give you an idea of how in-depth some of the articles are. The magazine is a useful resource for any serious player of the game and the fiction is pretty solid as well, it's just a shame that there's a few-month gap between each issue's release. Maybe it was that wait that pushed him over the edge, but rumor has it one of the Massively writers snapped and bought every back issue of E-ON, but we think that he's unhealthily obsessed anyway. Zapatero writes that E-ON is about to celebrate its third year in operation with the release of issue 12, which will ship on July 4th. As a bonus to readers, it will include a free poster of the Empyrean Age New Eden star cluster, to aid players who have enlisted in factional warfare. The map was created by Council of Stellar Management (CSM) delegate Serenity Steele, who also brought EVE Strategic Maps (a book of star charts) to fans of the game. The free poster map will include region names and outposts. Faction warfare-enabled regions will be highlighted and the security status of each system will be color-coded. For those who actually have EVE Strategic Maps, the poster is cross-referenced with the book, although Zapatero states that the map will be useful on its own. He outlines what will be in issue 12 in his dev blog; if the content matches up to what the E-ON staff has put out in past issues, it should be worth checking out.

  • EVE Online's CSM summit covered in The New York Times

    EVE Online has cropped up in The New York Times twice this weekend. Powerhouse alliance Band of Brothers announced their plans for New Eden in one story, while the Council of Stellar Management's (CSM) summit with CCP Games also caught The New York Times' attention. A number of members of the press were in attendance at the CSM summit in Reykjavik, a first for EVE Online and for the MMO industry itself. It's refreshing to see increased mainstream coverage of the niche title that avoids the 'gee golly' tone so prevalent when MMOs are discussed in mass media. Seth Schiesel from The New York Times reports broadly on the 12 hours of meetings between the players who comprise the CSM and the developers and executives of CCP Games. As with any democratic process, differing viewpoints on how the CSM should operate led to some internal conflicts, Schiesel writes. It's interesting to note that the American CSM delegates favored "full and total disclosure" while their European counterparts on the Council preferred to deliberate privately before going public with recommendations and announcements. Given the controversy and forum outcries surrounding the CSM in recent weeks, it's understandable that this divide in outlooks would persist. But whatever issues the CSM had with one another, they were put aside as the Council performed their elected duties, representing the interests of their constituents face-to-face with CCP.   • EVE dev blog: Council of Stellar Management Summit recap

    The latest developer blog posted at the EVE Online site is a brief report to the community about last week's Council of Stellar Management (CSM) Summit, the first meeting between the player-elected council of representatives and CCP Games. The CSM Summit gave the delegates a chance to discuss, face-to-face with CCP, how the players they represent would like the game to change. CCP Xhagen reports that CCP views this first meeting as being a 'resounding success.' The CSM delegates were well-prepared and clearly put a lot of time and effort into the topics on the agenda, Xhagen says. The next step in the process is for the discussion topics from the CSM Summit to be sorted in terms of viability and priority. This involves a few factors, namely the time and work required by CCP to implement the game changes. From there, the CSM will prioritize the topics in light of the technical feasibility already established through talks with CCP. Afterwards, the proposed changes will enter development pipelines; future patch notes will indicate which issues or changes are the result of the CSM's efforts. CCP Xhagen cautions that some requests will take longer than others to realize in the game, but stated that the devs will do their best to roll out the changes and communicate timeline estimates. Xhagen finishes by saying, "The most important results of the Summit may not be immediately evident, but the seeds planted by the CSM into the minds of the EVE dev team members are already sprouting."

    EVE Online's Council of Stellar Management (CSM) is the title's first attempt at having elected representatives work with CCP Games on improving the game as well as the company's relations with its player base. The initial idea behind the CSM was that it would act as an oversight committee on behalf of the players, in the wake of the 'T20 incident' when a CCP developer unfairly provided a player corporation with certain resources. But this first CSM is largely tasked with improving the transparency of CCP's inner workings, while shaping the game to better fit the play styles of their constituency. The CSM has met online in recent weeks, and with mixed results, but they've now met in-person in Reykjavik, where they also had face-to-face time with the creators of EVE Online.Jordan Deam from WarCry interviewed EVE Online dev Noah Ward (aka CCP Hammerhead) about what this experiment in 'democratic community management' has yielded thus far, and what it may yet become. The interview focuses heavily on the dynamic between players wanting features added to the game and the undertaking necessary on CCP's part to make these changes a reality. Factional warfare has only just been realized in the game and was four years in the making. Ambulation, or 'Walking in Stations', is slated for a launch in the coming months, after three years of being in the pipeline, Ward said.   • EVE Evolved: Stellar council - one month on

    Yesterday marked the one month anniversary of EVE Online's democratically elected Council of Stellar Management. The council was created as a way for the players to democratically decide which game issues are important enough to bring to CCP's attention. Since CCP are unable to sift through the forum for important topics, this gives a way for players to put forward their problems in a constructive manner. The council vote on whether each issue is important or not and compile a list to present to CCP. CCP have the final say in what issues from the list they think need to be addressed and will essentially be using the CSM to focus player feedback into a constructive form they can use.Since its inception, the CSM has been plagued with problems and disputes. From the beginning, it was clear that a surprisingly small proportion of the playerbase were interested in the whole thing. Only 11% of players voted and of those even fewer actively participate in presenting issues to the council. With such a low voting turnout from the general EVE populace, it was argued that organised alliance voting made up the majority of the votes. Disputes escalated to new heights with the conclusion of the third official CSM meeting but recent meetings have seen vast improvements across the board.At this one month anniversary, I look back on the problems that have plagued the council of stellar management and how they've been handled.
