    FCC vote could force low-income households offline

    Bootstrapping yourself out of poverty via the internet is about to get a lot harder in the US. The FCC, led by industry-friendly chairman Ajit Pai, has voted along party lines to reform the low-income Lifeline broadband subsidy program. Among the most contentious items are a proposal to tighten eligibility requirements and cap spending, and another to halt subsidies through internet resellers like Windstream. If voted through, the latter proposal could force over 70 percent of Lifeline enrollees to seek a new provider, and many would have no option at all.

    Pop quiz: what's the best way to launch a phone that's left us waiting with anticipation for seven months? HP's answer is to quietly release it on its European store without any pomp or circumstance. We have no idea why the company chose to start selling the Pre 3, its new flagship phone, without any media buzz; the important thing here, however, is that the SIM-free device is now available for purchase on the Palm Eurostore. The phone can be all yours for £299 -- the equivalent of $490 in the US -- which is a respectable price point for a no-commitment smartphone of its caliber. So far we've only seen the phone get pushed out across the pond; European retailers Clove and Box are following HP's lead by offering the Pre 3 as well, just in case the official store runs out of stock. It's probably not too likely, given the company's lack of marketing efforts on this particular launch, but we could always be surprised. After all, we've been waiting for seven months. Update: PreCentral just received an official statement from HP confirming that the Pre 3 is indeed launching in Europe, and more information will be available for the US soon. Here's the full quote: HP is excited to begin its regional rollout of Pre3, the only phone today that offers users a slide-out keyboard coupled with a large touchscreen and the fastest speed (1.4GHz processor – the fastest on the market). We expect to share additional information for U.S. customers soon. So that's it -- a four-line announcement to launch the Pre 3. But hey, it's at least something.

  • Apple retail partner Foxlink to double footprint in Asia

    Apple's reach in Asia is about to grow bigger, according to a report from DigiTimes published earlier today. Foxlink, one of Apple's component suppliers and primary retail partners in Asia, revealed plans to expand its chain of Apple specialty shops in China, Hong Kong, Taiwan, and South Korea. The Taiwan-based company aims to double the number of stores it operates in the region from 50 locations to 100 by the end of the year. Similarly, Foxconn, another of Apple's biggest partners, also has plans to build more locations for its chain of Cybermart electronics outlets in China. One of Foxconn's new locations, in Changchun, China, will dedicate 200 square meters exclusively to Apple products. Other Cybermarts are expected to open in Xiamen, Zhengzhou, Taiyuan, Tianjin, Xinjiang, and Kunming. China represents a huge opportunity for growth for Apple. The Cupertino company operates four of its own stores in the nation that have become its most visited and highest revenue generating locations in the world. Even so, Apple relies heavily on third party resellers to promote its hardware and software in Asia. [via MacNN]

  • iMac refresh is imminent, according to reseller sources

    The latest word from behind Apple-authorized cashiers is that Cupertino has stopped shipping out fresh stock of its entry-level 21-inch iMac. The Core 2 Duo-equipped machines were already looking long in the tooth in this Core i-something era, and so predictably the latest speculation centers around the idea of Apple taking its full iMac range into Core i3, i5 and i7 territory. Nobody really knows any of the specs for the moment, but resellers are apparently being advised to sell through what stock they have and to "keep inventories lean" for the next few weeks. Considering Apple's last all-in-one overhaul coincided with the introduction of the Magic Mouse, we're starting to suspect the company might have another iMac plus touch input device combo coming -- potentially in the very near future.

  • Report claims iPod, MacBook, and MacBook Pro shortages coming... along with new gear

    According to a report from AppleInsider, the Cupertino giant is issuing "advisement bulletins" to some of its channel partners suggesting they get their hands on iPods and MacBooks / MacBook Pros while the gettin's good. It seems that Apple is telling resellers to place orders for a four-week block's worth of top-selling iPods, saying that within the next seven days supplies will become extremely limited, while recommending a three-week supply of MacBooks and MacBook Pros. The article claims that this practice is familiar to third-party sellers, and indicates Apple is ramping up for its holiday season (and new iPods and MacBooks / Pros, presumably). Of course, right now this is just whispers in high school hallways, but we can promise you this: Apple will be selling something this holiday season. You have our word.

  • Has Apple cracked down on unlocker-resellers?

    Is Apple hitting back at businessmen who buy, unlock and resell iPhones? Apple customers whose accounts show large, repeated iPhone orders are reportedly receiving emails canceling their orders and inviting them to enter the Apple reseller program, presumably with unlocking limitations. TUAW reader Silvio Duque sent in a copy of a recent email to an Apple customer: It thanked the customer for his interest in Apple products. "While Apple appreciates your company's support of Apple's technology and products, the Apple Store you placed this order with sells products to end-user customers only, and the order has therefore been cancelled. You may wish to review the Sales and Refunds Policy." TUAW has not confirmed this policy and we'd like to hear from any other readers whose orders got cancelled.
