Won't work.
Most people who speak very quietly do so because they are extremely self-conscious, not because they are incapable of speaking loudly. I remember teaching a junior high school drama class, and getting students to speak much more loudly than they were used to. Unfortunately, most of them, when faced with a real audience, went right back to mumbling.
You give this gadget to really self-conscious people, they'll find new depths of inaudibility--they will mumble even quieter through the device than they would without it.

Actually, it looks this device could be a boon to folks with Parkinson's Disease. As Parkinson's attacks the body, apparently one of the things it becomes difficult to do is speak as loudly as you would like. If one has Parkinson's but still wants to be able to speak in a group setting without carrying around a big amplifier, this might be nice.
