Will the new Legendary staff require a 25 man raid group like the previous ones in WotLK? Or, since the loot drops are the exact same, are fragments and quests items are obtainable in 10 man also?

Blizzard's official preview stated that you did not need to do 25-man raids to complete the staff. It'll just take longer with a 10-man group.

Could I expect Chaos Orb to become BoA or not soulbound? I leveled a Tauren Pally Tank for Cata and didn't have a maxed engineer so made him one. Now I am collecting Chaos Orbs and there isn't much reason to burn them on the gun or bow since they are 346 and my blacksmith could make more use of them or at least destroy them all with my tailoring for a dreamcloth. Each more use than engineering.

We just don't know what Blizzard's plan is for the orbs. At this point, it doesn't appear to be worth stockpiling orbs with the assumption they'll eventually become not soulbound. Even if they do for 4.2, which the PTR does not indicate, the new crafted stuff also requires Living Embers to complete.

I play a druid, resto primary, balance secondary. Is it bad etiquette to queue up in RDF as healer, then go questing as balance while I wait, then switch specs to resto once I'm in?

Heck no. It'd be poor form to queue as a healer and play the instance as a moonkin, but your solo time is yours.

Whats the best way of getting 310% flying, other than buying it for 5000g?

Complete the Long, Strange Trip achievement by getting every single holiday meta achievement, and get the purple Proto-Drake and free 310% flying. That's the only other way.
