Will I be able to send my heirlooms to the Pandaren starting zone on Tuesday, or will I have to wait until I choose Alliance?
No, you can't send heirlooms (or anything at all) to Pandaren who haven't yet left the Wandering Isle.

The 32-slot keyring was essentially another bag -- an inventory for the database to keep track of -- and Blizzard opted to use that space for Void Storage instead, since there's a limited amount of database space allotted to each character and his stuff.

That's a bug! They're working on it.

How do the Challenge Mode reward sets work? Are they account-wide, or do we need to earn them on every character for which we want to have them?
They're character-specific. Get Silver on your rogue, get part of your rogue set.

Provided you have the right gear level for them, yes. The first dungeon (Temple of the Jade Serpent) has a required item level of 358.
