Gather your supplies. You can use Krylon Metallic Copper spray paint instead of the metallic craft paint to achieve a high-gloss finish.
Paint your rod and ball with the metallic paint. Apply two coats on the rod and one coat on the ball.
Add some glue to the inside of the ball. You can use any glue suitable for wood.
Cut the top half of the end of the feather off. You will want it to be thin so you can insert it between the ball and rod.
Insert the feathers between the rod and ball. Place the like-colored feathers together, two red in the front, two green in the back.
Brush another coat of metallic paint over the ball, mind the feathers. While the paint is still wet, sprinkle glitter over it.
Once your ball is dry, cut a piece of leather cord long enough to go around your rod two times. Meet the ends in the back and glue them together.
