Bell Canada will stop throttling your P2P traffic, might charge instead
Since the CRTC took a swipe at net neutrality a few years back, Bell Canada internet customers have maligned its P2P packet-shaping ways. From March 1st, however, users can file-share at the speeds nature (or your ISP) intended. In a letter to the aforementioned regulator, Bell points out that improvements to its network and the proliferation of video streaming mean that the more nefarious traffic just isn't denting its capacity like it used to. As such, the firm will withdraw all P2P shaping for both residential and wholesale customers. So, those ISPs buying their bandwidth from Bell could see the amount they need go up, and with talk of a capacity-based billing model, this could mean charges passed on to users. At least, for now, all that legitimate sharing you do will go unhampered.
Daily Mac App: BatterySqueezer
Modern Macs have pretty good battery life, but there are times when you can't get enough juice to keep working without a power adapter. BatterySqueezer promises to help you extend your battery by throttling process that are running in the background. The idea is that by reducing the amount of processing power demanded by applications that are not actively being used, it reduces overall CPU load. Reduced CPU load results in lower power usage, which in theory, should extend your battery life. BatterySqueezer sits in the background ready to throttle programs when they're not being used. Currently it supports four browsers, Firefox, Chrome, Opera and Safari, as well as Reeder, Microsoft Office and iWork. The throttled apps aren't killed off entirely, but plugins such as Flash, animated adverts and any processes that are demanding are reduced to practically no load. This has another benefit other than extended battery life and that's more free resources, which can be particularly useful on a low-powered Mac. In anecdotal testing BatterySqueezer throttled Flash from some 30% of CPU load to about 3% with Chrome backgrounded. The result was very jerky Flash animations, but who cares when its in the background. As soon as Chrome was brought to the foreground, it was unthrottled and everything was normal. It also had the benefit of keeping my hot-running Mac cooler with noticeably reduced fan speed when multi-tasking. BatterySqueezer is one of those apps that will have different mileage for different people and setups. If you're trying to eek out as much out of your battery life as possible or trying to stretch out the resources of a low-power Mac, BatterySqueezer might just be the ticket and is available for US$3.99 from the Mac App Store.
Verizon starts 'optimizing' (read: throttling) network for the most data hungry users
We can't say we weren't warned, since Verizon updated its data policy way back in February, but it's still a punch in the gut to hear its "network optimization" plan went into effect yesterday. A new policy page pointed out by Droid-Life explains how the policy will affect only the "top 5 percent of data users with 3G devices on unlimited data plans" (LTE and tiered data users are in the clear) by managing their speeds when connected to towers it has deemed are congested. Those conditions, termed network intelligence by Big Red, are what it feels separates this scheme from mere data throttling since it will only affect a few users (those consuming 2GB or more of data per month) at certain times and places, but it's hard to see it any other way. If you're one of those affected, expect a message on your bill or My Verizon account, although you may go into and out of the affected group depending on your usage. T-Mobile to begin charging overage on its 200MB plans on August 14th?
Say it isn't so! T-Mobile, flooded by larger-than-expected demand on data, may be just a matter of days away from making a polarizing change to its 200MB internet plans. As the feature currently stands, going over your limit results in a throttling of broadband speeds, forcing your browser to surf and download at a ridiculously slow pace. The rumored adjustment to the plan, however, would take away the option completely and replace it with usage charges. Each additional MB used, according to the leaked docs, will tack an extra dime onto your monthly bill. Fortunately, the overage is capped at $30 -- preventing several potential panic attacks at the mailbox -- and only affects the lower plan; additionally, anyone currently on the 200MB plan will be grandfathered, thus retaining their unlimited (albeit throttled) internet. Those on the 2GB plan can breathe easily for now, but there's no telling when the policy will spread like wildfire throughout the remainder of T-Mobile's data offerings. The change, slated to take place on August 14th, has yet to be officially confirmed by Bellevue. Meanwhile, we continue to watch as our options for limitless internet slowly fade away into the darkness.

Pop law abounds in The Lawbringer, your weekly dose of WoW, the law, video games and the MMO genre. How about you hang out with us as we discuss some of the more esoteric aspects of the games we love to play? We've got two stories to talk about on The Lawbringer today, both interestingly involving letters. That's right -- letters. To you from me, that sort of thing. These letters, however, are instruments of change in a world where we as consumers seem not to have much control or ability to change the big picture concepts that dot our path to consistent entertainment. The amount of energy that we have to put into just getting in a decent WoW session is staggering at times. The first story revolves around Rogers, one of the largest Canadian internet service providers, famous for its lame bandwidth caps and my old Canadian guildmates shouting "Rogers sucks!" as much as they could on Mumble. Yes, it is another chapter in the Mathew McCurley Guide to Awful Bandwidth Throttling -- but hopefully, this new information and story chapter will get us on the path to better WoW experiences in the face of the immense throttling of WoW data as peer-to-peer traffic. The second story is all about letters that you will want to send. Last week, I wrote The Lawbringer about Senate Bill S.978, colloquially being referred to as the anti-streaming bill. While not directly prohibiting video game streaming or even mentioning video games anywhere in the proposed legislation, video games are nonetheless obliterated in the crossfire of the entertainment industry and would-be illegal streamers making millions off of pirated entertainment, movies, music, and more. The Entertainment Consumers Association has begun a letter-writing campaign to inform and implore Congress to not pass a bill with such broad and language lacking description.
Some Lenovo ThinkPad X220 owners report downthrottling, reduced performance
No matter how much time we spend with a laptop while we review it, there are some things that are just harder to gauge -- namely, what happens once you've owned the thing for a while and the Sandy Bridge-fueled honeymoon comes to an end. That couldn't be more true of the Lenovo ThinkPad X220, one of our favorite ultraportables at the moment. We're seeing assorted reports from folks whose machines keep downthrottling to 800MHz, even when they're plugged in, set to the maximum performance profile, and not overheating. The result, they say, is slower HDD and SSD performance and reduced random read / write speeds, among other pernicious side effects. Worse, the only reliable solution so far seems to be shutting down the system and performing a cold boot. (For some -- but not all -- disabling Intel Speedstep and / or CPU Power Management in the BIOS works, too.) Judging by the threads in Lenovo's user forum, the company is definitely aware of the problem, though it's unclear if it's found a fix yet. We've pinged Lenovo for comment and will let you know what we hear. In the meantime, how's your X220 treating you?
Dutch telco KPN using deep packet inspection to monitor mobile customers, throttle services
KPN set off some alarms in Holland last month when it announced a plan to start charging customers separate fees for using VoIP, streaming video, and sending instant messages. But, the question remained: how exactly would it keep mobile data users honest? The answer turns out to be deep packet inspection, which examines network traffic to identify what you're sending and where it's going. It's been suspected that the secret ingredient in KNP's service-throttling sauce was DPI, but it was finally confirmed in a presentation to investors recently. In fact, Mark Fisher, the director of KPN Mobile, bragged that it was the "very first" provider to be "able to identify by deep packet inspection what is actually the destination as data packages go along." Predictably, privacy and net neutrality advocates are up in arms, with some claiming it is a violation of the Dutch Data Protection Act. We just hope someone nips this in the bud soon -- we don't need American carriers knowing about our Scottish Fold obsession. Check out the source link for an audio clip of Fisher's confession. T-Mobile invites you to surf under the sun with new $40 2GB data plan, sunblock not included
T-Mobile has introduced a less expensive option for those who want internet on the go (and don't like spending all day at the coffee shop). The company's new plan, priced at $39.99 per month, offers customers 2GB of overage-free data access, which is throttled after the limit is reached. The service requires a standard two-year commitment, but existing voice subscribers will receive a 20% discount for the broadband package, effectively reducing the cost to $31.99. Of course, the usual taxes and surcharges still apply. If you're unsure whether mobile internet is right for you, T-Mo also offers month-to-month pricing, allowing you to test its HSPA+ service without the hassle of a long-term relationship. T-Mobile's new plans get official: starting at $60 for unlimited everything, throttling included
T-Mobile's just gone official with the new unlimited plans we caught wind of a few days ago, and while they are truly unlimited by numbers, they're not completely unlimited in functionality. The plans cost $79.99 for Even More customers (buy a subsidized device on contract) and $59.99 for Even More Plus subscribers (bring your own phone commitment-free). Either way this gets you unlimited data, domestic calling, and domestic messaging, with a $5 surcharge for BlackBerry users. Unlike Sprint's similar offering, once you pass the 2GB bandwidth mark, "data speeds will be reduced for the remainder of that bill cycle," essentially informing users that throttling will most certainly take place. In all, we're pleased to see the compromise T-Mo's put in place for data (whereas most other carriers are simply axing the unlimited option altogether), and we hope some of the competition takes heed. It does sound like a pretty sweet deal for those of you not grandfathered in on unlimited data plans. Still, for those of you interested, we suggest getting a jump on, as the (potentially leaked) press release reveals that these plans might only be available for a limited time.
T-Mobile unlimited plans coming April 13th with a catch
If you've been waiting for T-Mobile to introduce unlimited plans that include everything, it's time to do the happy dance! It looks like everyone's favorite magenta carrier will be adding "Truly Unlimited Data + Talk + Text" plans to its lineup on April 13th. According to the leaked screenshots, Even More customers (who purchase a subsidized phone and agree to a two-year contract) will be able to choose a $79 plan, while Event More Plus customers (who bring a compatible device and are commitment free) will benefit from a $59 plan. There's a catch, however: T-Mobile will throttle data speeds until the next billing cycle if data usage exceeds 2GB. Also, this offer only appears to apply to individual customer plans, not to family plans. So go ahead, celebrate -- just keep an eye on that data cap, OK?
T-Mobile's new data plans detailed, launching March 13th
As it turns out a 20 percent discount isn't all that's in the cards for T-Mobile webConnect subscribers. We now have what looks to be full details on the new data-only plans for laptops and other devices that, rather sadly, feature price increases across the board. T-Mo will be offering a monthly 200MB plan for $29.99, 5GB for $49.99, and a new 10GB choice for $79.99. That compares to $24.99 for the current 200MB plan and $39.99 for the current 5GB plan -- but don't forget those 20 percent discounts if you also have T-Mobile voice, which bring the cheapest plan down to a more tangible $23.99, 5GB to $39.99, and 10GB to $63.99. The last two are overage-free, but they're also throttling-enabled.
Internet access blocked across much of Libya
It's sort of becoming the "thing to do" when people are revolting: find a way to cut people's access to the internet. This happened across most of Libya yesterday, according to various traffic monitors. Traffic from the country to sites like YouTube and Google nearly disappeared, even though it seems that technically, the servers are still up and running. Unlike the previous actions of the Egyptian government, which took down entire servers, it appears that in this case, some wicked throttling is occurring. While it's not completely clear who is choking the bandwidth, the assumption that it's the Libyan government is probably not an insane one. Hit up the source links for more.
Verizon can now throttle top five percent of bandwidth hogs, downres multimedia transfers
Nice timing, Verizon. Just as thousands -- possibly zillions -- of smartphone users are pondering the switch to Big Red for Apple's iPhone 4, the carrier has slipped in two critical policy changes that are apparently effective immediately. Tucked within loads of fine print in a new PDF that surfaced on the company's site, there's this: "Verizon Wireless strives to provide customers the best experience when using our network, a shared resource among tens of millions of customers. To help achieve this, if you use an extraordinary amount of data and fall within the top 5 percent of Verizon Wireless data users we may reduce your data throughput speeds periodically for the remainder of your then current and immediately following billing cycle to ensure high quality network performance for other users at locations and times of peak demand. Our proactive management of the Verizon Wireless network is designed to ensure that the remaining 95 percent of data customers aren't negatively affected by the inordinate data consumption of just a few users." To our knowledge, this is the first time that VZW has taken a notable position on throttling, and the link to its stance on net neutrality (as it applies to wireless, anyway) is fairly obvious. What's most interesting to us is the five percent of data users figure; the top one or two percent isn't a huge amount, and there's a good chance that bandwidth abusers are up in that echelon. But we're guessing that quite a few business travelers will fall within this particular range, and given that VZW now holds the right to throttle data for your existing billing cycle and the next one... well, good luck gritting your teeth and lasting through that two-year contract. In related news, the company is also implementing optimization and transcoding technologies in its network, which is a politically correct way of explaining that it can downres any multimedia you try to send through Verizon's pipes. Virgin Mobile abandons unlimited data in favor of throttled 5GB plan
Well, it was fun while it lasted, but it looks like Virgin Mobile customers in the US will soon have to make do without their truly unlimited $40 data plan. Starting on February 15th, that will be replaced with a new plan that gives you 5GB of unhindered data use, and throttled bandwidth for anything used beyond that limit. For its part, Virgin says that most customers who use the BB2Go plan for "internet surfing and reasonable downloading will likely not be impacted/notice any difference," but we're sure there's plenty of folks out there that will beg to differ. As you may recall, T-Mobile also introduced some bandwidth throttling of its own this past year, but it actually did so in lieu of overage charges, which is a bit easier to accept than throttling slapped on top of a once unlimited plan. Warning, heavy users: T-Mobile just now turning on data throttling?
T-Mobile had become the only top-tier carrier in the US to endorse data throttling over capping back in April, and at the time, we'd thought the feature was being turned on immediately -- but new communication being passed around internally has us thinking that they're just now getting around to flipping the switch. A screen up on TmoNews says that the policy will start this Saturday, October 16, after which exceeding 5GB of data usage in a month will result in "web browsing capabilities... at slower speeds... which will be determined by [the user's] device type." If it's any consolation, the same screen says that less than one percent of users will actually be affected in practice... and something tells us most of you know who you are. But hey, getting throttled is still better than getting slammed with overage, right?
Sprint Epic 4G update delayed by 'administrative issues,' consumer rage released on schedule
And this, folks, is a lesson of what not to do if you're a major carrier with a majorly perturbed user base. In a way, this sort of feels like the Instinct update debacle all over again, with users claiming that a promised software update was being held beyond the 30 day return window in order to keep contracts alive. 24 hours after a Sprint forum administrator proudly proclaimed that a long-awaited Epic 4G software update was rolling out over the next few days, another admin has chimed in with a nearly-audible "sike!" Rather than letting users cheer its hard work over the weekend, Epic 4G owners are now being told that "administrative issues" are to blame for a new delay -- a delay that'll stretch on for an undetermined amount of time, to boot. Oh, and back on the topic of what not to do, the operator's forum admin has also thrown a jab at all of you out there that would even think of accusing Sprint of pushing this update beyond the 30 day return window. Look, we all know it's a baseless conspiracy theory, but there's really no need to get feisty, is there? Full announcement is after the break. Sprint Epic 4G update now rolling out, promises 'increased 3G upload speeds'
Sprint said it was coming, and lo and behold, the carrier has proven to be true to its word. Here on the final day of September, the year 2010, Sprint has issued a highly anticipated firmware update for the Epic 4G. We're told that it'll be pushed automatically to phones, bringing along four major fixes: WiFi standby battery drain, Amazon MP3 cannot download in 4G, large emails lag in upload speeds and increased 3G upload speeds. The new version is S:D700.0.5S.DI18, should take seven or eight minutes to download and will be beamed across The Now Network over the course of the next few days. Is that a congregation celebrating off in the middle distance? Sure is.
Sprint Epic 4G update coming tomorrow, should fix 3G upload issues
So, you aren't crazy after all. Feels good, right? After nearly a month of bickering from Epic 4G owners, a Sprint forum administrator has finally come forward with glowing news about this so-called 3G upload issue: a fix is coming, and soon. If you missed out on the story, users were finding that their 3G uploads were being capped at around 150kbps, and a ginormous thread over at the carrier's message board has grown as the problem has persisted. Just today, though, one dshoem01 has provided the following snippet: "Good news - an update will be released tomorrow 9/30. It will be rolled out over a 4 day period so not everyone will get it on day 1. I will have the standard MR information (fixes included, rollout schedule, etc) available tomorrow morning and will post it in a new featured thread." Note that this doesn't specifically say that the 3G caps will be fixed here, but why else post this newsflash in the very thread that surrounds the issue? Clearwire throttling at-home WiMAX users?
Ah, throttling. Can't ever seem to fully shake it, can we? Just weeks after hearing about a similar issue with the Epic 4G, scores of Clear at-home WiMAX users are now up in arms over apparent throttling on certain accounts. As the story goes, it seems as if the company is pulling back on upload and download speeds (from 10Mbps to around 0.25Mbps) for users who have consumed between 7GB and 10GB in a month, which is comically low even compared to Comcast's hated 250GB / month usage cap. Forum users are finding customer service lines to be no help whatsoever, and some digging has found that this may all be a part of a network traffic administration program that's ongoing within Clearwire. Dell finally makes right, offers up-rated power adapters to close the Studio Throttlegate
It's taken a long time, too long by most accounts, but Dell finally has what looks to be a proper, honest to gosh fix for the CPU throttling issues that have been plaguing some of its Studio laptops. Users were reporting that the machines, when faced with slightly elevated temperatures, would throttle themselves back by up to 95 percent, leaving some folks with 100MHz paperweights. Dell issued a firmware update quickly after we shed a little light on the situation back in December, a "fix" that helped some but, apparently, not all. We're just now hearing that the company apparently launched a program back in February to replace the stock 90 watt power adapters with more capable 130 watt models for anyone suffering this affliction. However, this doesn't seem to be a proper recall, as the reports we're seeing indicate only customers who call and complain have been made aware of this program. So, consider yourself made aware. The source link below will take you to the official site where you can order a replacement adapter, but if it doesn't like your service tag number give Dell support a call and mention this program.
