  • JFK Airport has a drone problem

    If you're wondering why the FAA is taking its time approving drones for commercial use, here's a good example. Two separate flights reported near-misses with a drone at John F. Kennedy airport, with one of the pilots saying it came within "several feet" of the wing. Both sightings occurred within minutes of each other, though a sweep of the area by a police helicopter turned up no sign of the rogue device. A Jet Blue crew also reported a drone a few days earlier at JFK, telling ATC "it looks like one of those unmanned drones is flying right on the final (approach)." A drone strike by a passenger jet might not sound like a big deal, but FAA investigators pointed out that one can easily get sucked into an engine and bring an aircraft down.

  • Transportation board overturns ruling that made small drones legal

    You may want to hold off on prepping a drone to do aerial shots of your Thanksgiving party. The National Transportation Safety Board has just overturned (PDF) one of its judges' previous ruling for a case filed against Raphael Pirker, which effectively determined that the FAA had no right to regulate the use of small drones. If you recall, Pirker was fined $10,000 because he flew a five-pound styrofoam plane equipped with a camera to shoot a promotional video in 2011. He argued in court that it was just a model aircraft and not an unmanned aerial vehicle (UAV) -- and the NTSB judge sided with him, warning the FAA that it should be careful what it calls a drone, before it ends up classifying everything flying in the air, even paper planes, as UAVs. Unfortunately, the Board reversed that ruling due to the FAA's appeal, which hinged on the official definition of what an aircraft is.

    The Federal Aviation Administration may want to go through some rigorous testing before it allows commercial drone flights on a broader basis, but the National Transportation Safety Board isn't willing to wait that long. One of the Board's judges has determined that the FAA currently has no authority to regulate drones; the move effectively makes drones legal, and it spares a pilot from a $10,000 fine for shooting a commercial with his unmanned aircraft. The Administration has no rules on the books for such vehicles, according to the judge, and the 2007 policy notice it has been using to ban drones isn't binding. There's still a possibility that the FAA will create enforceable rules down the line. For now, though, Amazon and UPS don't have to worry about legal threats to their delivery drone plans. Update: The FAA is appealing the judge's decision, and according to the press release this "has the effect of staying the decision until the Board rules." Basically, don't expect Netflix's Drone 2 Home deliveries to take off anytime soon.

  • Following the TSA's lead, the NTSB drops Blackberry for iPhone

    According to a report in the Wall Street Journal, the National Transportation Safety Board, or NTSB, may join the growing number of government agencies that plan to ditch the BlackBerry in favor of the iPhone. A notice posted on the Federal Business Opportunities website announces that the NTSB is working with Verizon Wireless to supply iPhone 5 handsets to the agency. In a PDF justification for the "sole source" declaration regarding Verizon and the iPhone 5, the NTSB says that the agency "requires effective, reliable and stable communication capabilities to carry out its primary investigative mission and to ensure employee safety in remote locations." The agency pointed out that BlackBerry handsets "have been failing both at inopportune times and at an unacceptable rate." The NTSB noted that iPhones are the best solution going forward as they are compatible with the agency's fleet of iPads and can be supported by the existing IT and messaging infrastructure in place there. The NTSB is getting a substantial discount on the iPhone 5 handsets in consideration of the expenditures already incurred to buy BlackBerry units from the carrier. This isn't the first government group to drop the BlackBerry. Earlier this year, the Defense Department announced it was accepting proposals for an iOS or Android-based software security system for mobile devices. This contract could eventually support up to 8 million devices, says a report in USA Today. The Immigration and Customs Enforcement confirmed in September that it would switch its 17,676 mobile users to the iPhone because the BlackBerry could "no longer meet the mobile technology needs of the agency"; the Bureau of Alcohol, Tobacco and Firearms made a similar move earlier in 2012. The Transportation Security Administration also announced in May that it would drop both BlackBerry and Windows mobile devices and replace them with Apple products in a deal worth $3 million. Despite these setbacks, beleaguered RIM says it still has "1 million government customers in North America alone who depend on BlackBerry, and more than 400,000 government customers worldwide upgraded their devices in the past year."   • Auto-insurance researchers: 'Cell phone bans don't help reduce crashes'

    All those fancy in-car docks and voice navigation? Utterly pointless. At least according to the Insurance Institute for Highway Safety, who reckons that it's not the phone that's the issue, but "the full spectrum of things that distract." The IIHS (funded by a group of car insurers) compared crash data between states that had instituted cell phone bans and those that hadn't. According to its research, while the ban had reduced phone use (whoa, really?), it hadn't helped reduce crash rates. The National Transportation Safety Board has presented several studies linking cell phone use to an increased chance of crashing and their latest proposals would ban most hands-free systems found in major car makers' vehicles today. Hear that? That was the sound of hundreds of third-party accessory manufacturers recoiling in horror.

  • SET readies in-car black box / crash recorder for release

    Although Sindan Electrical Trading (SET) prefers to draw similarities between its forthcoming RoadBOX Driving Recorder and the infamous black box contraptions that are finding their way into vehicles everywhere, this accident recorder actually relates more closely to the DREC1000 and TS-1L. Slated to hit the Dubai market in mid-March, this in-car recording device is mounted atop and inside the vehicle's windshield where it continuously captures video of whatever's happening in front of the car. If an impact is detected, or if the driver slams on brakes, the machine stores the video, as well as acceleration data, 14 seconds before the incident and 6 seconds after. As expected, the video file and speed data can be transferred to a computer via USB (if the box isn't too mangled, that is), and specialized software creates charts to match the acceleration / braking data and get closer to the "truth" behind an accident. Interestingly, it seems the company is actually marketing these to corporations who rely on employee-driven vehicles as a way to accurately place (or remove) blame on peon screw-ups while behind the wheel of a company car. Nevertheless, those of you interested in making any future traffic cases a bit easier on a lawyer (be it yours or the other guy's) can snap this up in about six weeks for Dh1,500, or around $176.[Thanks, Paul S.]

  • NTSB to bus drivers: don't talk and drive, pretty please

    While we know there are fanatics out there claiming that cellphones are a tumor's best friend, we're still skeptical of just how dangerous they really are -- but only in that sense. Operating a motor vehicle while keying in an old pal's number certainly isn't a recipe for safe driving, and these acts would probably make protective parents irate if, say, their kid's bus driver was chatting it up while make the rounds. Although we find it quite astounding that cellphone use while operating a school / motor bus isn't already outlawed, it's even more amazing to find that the National Transportation Safety Board is simply "urging" federal and state governments to ban motor coach and school bus drivers from using cell phones except in emergencies. So just as a heads-up, you may want to check with your local school board to make sure John and / or Jane Doe aren't discussing the news while wheeling your offspring around town, as apparently it's still not entirely illegal.[Via TheWirelessReport]

  • NTSB looks to laptop batteries as possible cause of plane fire

    It looks like laptop batteries are fast gaining on cellphones as the technology most likely to kill you, or at least give you a nasty, potentially embarrassing burn. Hot on the heels of Dell investigating its own case of spontaneous combustion, the National Transportation Safety Board (NTSB) is now getting in on the act, looking into the possibility that laptop batteries may have started a fire on a UPS cargo plane that was forced to make an emergency landing last February. The plane's three crew members managed to escape with only minor injuries, but the fire ultimately destroyed the plane and most of the cargo on board. While the NTSB investigation hasn't pinned the blame on the batteries just yet, the FAA's has Harry Webster has testified that lithium-ion batteries can vent flammable liquid and "pose a risk to the cargo compartment." We've already seen warnings not to use your laptop on your lap -- think warnings not to travel with them are far behind?
