  • Tim Cook meets Chinese Vice Premier in Beijing, talks IP law, worker rights

    Tim Cook's visit to China this week marks his first as Apple's CEO, but what originally appeared to be a casual jaunt to Beijing with possible carrier meetings on the agenda, has turned out to be a carefully orchestrated visit, including appointments with top government officials to talk economic development and intellectual property rights. Xinhua, the country's official press agency (and therefore not the most objective of sources), reported that Chinese Vice Premier Li Keqiang stated that the country will "strengthen intellectual property rights protection" and "pay more attention to caring for workers." Typical of state-sponsored releases, the report failed to expand on either statement, but even if nothing comes of this particular meeting, Keqiang is in line to take over as Premier next year, making him a solid addition to Cook's rolodex.     I often find myself achieving little things in many different games while other gamer buddies of mine are busily conquering actual gods or dragons within one or two particular titles. Sure, I would love to join a group of battleworn adventurers as they took down one of the final bosses in almost any game, but I rarely find the time to work a character into the ranks of the ascended. OK, so I have time, but not if I wanted to do what I do here. That is to say, I am not dedicated to one game because it is my job to tell you readers about several games. About every game. About as many games as possible. I can't do that while maintaining a high DPS score. It's a give and take, but I love to explore, fortunately. Let me tell you about how I love to trade or craft in some of my favorite titles and why it's important to me.

  • Remanum launches first international server, tweaks ports

    All roads lead to Rome, even in the world of browser MMOs. Travian Games is trumpeting its commerce-based Remanum title, which puts the player in the role of a merchant-politician at the height of ancient Roman civilization. Travian has just launched the game's first international server, and now English-language players can vie for the rank of Roman emperor while trading goods and engaging in various political machinations. Travian, a Bavaria-based browser game outfit, has also launched a new German-language server for Remanum's open beta. The firm is also updating the game's UI and increasing the range on the game's ports, which will ease the acquisition of scarce resources, according to a Travian statement.   • Motorola asks business users to defect, offers $200 for new Android handset purchase

    Motorola Mobility wants business users on Android handsets, and to accomplish this the company has decided to put its money where its mouth is. Starting today, Moto will offer up to $200 to smartphone users that trade in their old, BLUR-less set for a new Android device. The company is also offering converts its MotoAssist service, which should -- in theory -- make the data migration process as painless as possible. The Droid RAZR Maxx, Droid 4 and Atrix 2 are just a few of the handsets up for grabs.   • Study: iPad holds value longer than Kindle

    Electronics retailer Gazelle has been calculating up the various values of used electronics, and the firm has found that the iPad will hold its value way better than the Amazon Kindle has so far. The Kindle e-readers have only held, at the most, about 33% of their price after a year of use, while the iPad is usually sold for about 50% of its original price. Even the iPhone is more valuable after it's used: Old iPhones are selling for about 40% of their original price. It's no surprise why: Apple products are continuing to remain in demand even after they're updated, and the Kindle's lower price and fewer features probably doesn't help the resale value either. If there's a not a big difference between the used and new prices and not many new features, why wouldn't you just buy a new Kindle? Obviously the iPad 2 is faster and has that camera, but an original iPad is still very useful, making it much more valuable for the price. All of that said, of course, this tablet market is changing very quickly, and the pattern that we've seen with the iPhone is that as more models come out, the earliest models are worth even less; just find an original iPhone on Craiglist these days to see how cheap they can be now that the 4 and 4S are out. With another iteration of the iPad expected out this year, we might see the earliest models become quite cheap on the resale scale.

  • Japan to reduce rare earth consumption in response to China's export controls

    Japan took another step toward lessening its rare earths dependence today, announcing plans to drastically reduce consumption levels in response to China's continued market dominance. Of particular concern to the Japanese government is dysprosium -- a rare earth used in the production of high-powered magnets. China, which accounts for about 95 percent of the world's rare earth supply, has been tightening export controls on the metal in recent months, sending global prices skyward. With its domestic supplies dwindling, Japan has now committed to reducing its dysprosium consumption by 30 percent over the next few years, as part of a $65 million initiative. Much of that money will presumably go toward helping manufacturers develop alternative production and recycling methods, as some already have. Toyota, for instance, has found a way to produce hybrid and electric vehicles without using dysprosium, while Mitsubishi, Panasonic and TDK are currently looking at ways to extract the metal from old air conditioners. If effective, the government's program would reduce domestic consumption by between 200 and 400 tonnes per year.

  • WTO ruling revives debate over China's rare earths trade

    China suffered another setback at the WTO yesterday, thanks to a ruling that could spell trouble for its controversial rare earths industry. In a decision issued Monday, a WTO panel determined that the Chinese government has been acting in violation of international trade rules, due to export restrictions on a number of raw materials. These restrictions, the panel said, allowed Beijing to inflate global market prices, while giving an advantage to domestic producers. As a result, China will likely have to adjust its trade policies to comply with WTO regulations. In a statement, the country's Ministry of Commerce said it "deeply regrets" the decision, but confirmed that the People's Republic will adhere to it. This week's ruling applies to materials like bauxite, coke, magnesium, manganese and zinc, but, most notably, does not apply to rare earths -- a group of 17 elements critical to the production of tablets, smartphones and myriad other gadgets. China has maintained a rather tight grip over the world's rare earths market, thanks to a slew of export controls, quotas and government-erected barriers to entry. The country has come under intense international pressure in recent years, with the US, EU and Mexico filing complaints with the WTO, arguing that China's price-inflating restrictions violate international trade agreements. Beijing, for its part, has long maintained that its export controls are designed to minimize the environmental impact of rare earth mining, while meeting the country's surging domestic demand. It's an argument that's come up a lot during this debate but one that the WTO, on Monday, deemed illegitimate, stating that China has thus far been "unable to demonstrate" the environmental benefits of its policies. The decision won't have any immediate bearing on these policies, but some observers are hopeful that it may be a sign of things to come. Michael Silver, CEO of rare earth processor American Elements, told Reuters that the ruling "confirms the existence of the two-tiered price structure that has caused so much concern," with EU Trade Commissioner Karel De Gucht adding that the decision should force China to remove restrictions on both the aforementioned raw materials and rare earths, alike. Others, however, aren't so optimistic, pointing out that, with a full 95 percent of the rare earths market under its aegis, China could realistically afford to ignore any decisions handed down from the WTO in the future.

  • Major Chinese supplier halts rare earths production in attempt to boost prices

    With prices sliding and uncertainty rising, China's biggest producer of rare earth minerals has suddenly decided to suspend all operations, in a move that could strain already tense relations with the West. Baotou Steel, a miner, refiner and vendor located in Inner Mongolia, announced the decision in a statement today, explaining that it's simply looking to "balance supply and demand" in response to a prolonged price slump within China. Since June, in fact, prices of neodymium oxide and europium oxide have declined by 34 and 35 percent, respectively, with many analysts attributing the drop to mounting economic uncertainty in the US and Europe. Earlier this year, the Chinese government announced plans to merge or close some 35 rare earths producers within the mineral-rich northern region of Inner Mongolia, effectively crowning Baotou Steel as the industry's epicenter. Now, of course, that's all changed, though the shutdown will only last for one month. It's also worth noting that China still exerts rather considerable influence upon the market, accounting for roughly 97 percent of all production of rare earths -- a group of 17 minerals used to manufacture gadgets like cellphones, flat-screen TVs and EV batteries, among others. And while new deposits and market projections may point to a transforming landscape, it's unlikely that Chinese influence will wane anytime soon -- much to the chagrin of Western free trade advocates.

  • Fallen Earth devs answer your F2P questions

    You've got questions about Fallen Earth's free-to-play conversion, and the dev team's got answers. The latest Fallen Earth blog entry spills the beans on everything from what happens to existing subscriptions to character slots to various functionality limitations. Surprisingly, GamersFirst is allowing free-to-play customers to make use of the auction house, mail, and trading systems, but this may change "if gold farmers get totally out of control." There's also good news for pre-existing Fallen Earth subscribers who would like to convert to a free-to-play account but are worried about losing access to their alts. "If you had ever bought the game or paid for a subscription, those character slots were included with your game, so they belong to you regardless of the change in business model," writes Joseph "Linus" Willmon.   • Apple files ITC request to block import of select Samsung devices

    And with that, yet another punch is thrown. The slugfest that is Apple vs. Samsung is getting uglier by the minute, as each one pushes the other's buttons in a presumed effort to get paid (or get the other to back down). Just as Apple was being told "no" in a request for a preliminary injunction, it's hoping for a more satisfactory outcome from its most recent filing. That one's headed to the US International Trade Commission in Washington, where Apple's trying to block the import of the Galaxy S and Galaxy Tab, amongst other Samsung products. The ITC only stated "Electronic Digital Media Devices," but FOSS Patents has found five utility patents and a pair of design patents -- those encompass a grand total of six Sammy smartphones and a duo of slates. Analysts are stating that an outright ban on Samsung imports is unlikely (no shock there), and the most likely outcome here is a "settlement and cross-licensing deal." Mo' money, mo' problems, right?

  • WTO says China's rare earths export controls violate international rules, US applauds

    China's monopolistic approach to the rare earths market is in violation of international trade regulations, according to a new ruling from the WTO. The verdict, issued yesterday, covers exports of nine minerals -- including zinc, manganese and magnesium -- that are used to produce a wide variety of smartphones, tablets and other gadgets. China, which controls about 95-percent of the world's rare earth supply, had previously argued that its export restrictions were needed to prevent overproduction and to conserve natural resources, but the WTO determined that the country was "unable to demonstrate" these environmental benefits. The investigation was originally spurred 18 months ago, after the US and other countries complained that China's quotas and tariffs unfairly favored domestic manufacturers, while distorting global prices. Experts expect Beijing to appeal the ruling, but this extra international pressure, combined with shifting supply chains and newfound deposits, may bring about the changes many have been calling for. If it doesn't, we'll all be stuck with corn phones.

  • Japanese scientists discover massive rare earth deposits, China bristles

    China's control over the rare earths market hasn't faced too many challenges over the past few years, but that may be changing, thanks to a major discovery in Japan. Geologists say they've uncovered expansive new deposits of rare earth minerals, buried within a seabed some 20,000 feet below the Pacific Ocean surface. Research leader Yasuhiro Kato estimates that the deposits contain anywhere from 80 to 100 billion metric tons of rare earths, which, if commercially viable, could pose a serious threat to China's global hegemony. Supply shortages and aggressive Chinese export controls have combined to raise global prices in recent years, much to the chagrin of manufacturers who rely upon the metals to produce smartphones, tablets and a wide variety of other gadgets. But with analysts predicting a rare earth surplus within the next few years and Japan's mining industry now poised for a potential resurgence, the outlook is certainly looking a lot brighter.

  • Best Buy wants your horrible DVDs and is willing to give you Blu-ray discs for them

    If you're like us, you ran out into the yard and burned a pile of old DVDs in a giant bonfire the minute you bought a Blu-ray player. If you're of the more sentimental sort and held onto the things, however, now's probably a good time to cash-in. Best Buy has launched a Trade & Save promotion, giving users $5 toward the purchase of a Blu-ray discs for each old DVD they bring into the store, without all of the limitations of Warner's DVD2Blu. Of course there are a few caveats here -- for one thing, it's got to be a genuine, commercially released title, so no home movies or BitTorrent rips of The Hurt Locker. The coupons are good only on select Blu-ray titles, and you can redeem five movies per visit through June 4th. Now if we can only find someone who'll take our HD DVDs. [Thanks, Anthony]

  • Global rare earth supply deficit should turn into a surplus by 2013, Goldman Sachs says

    It looks like rare earth elements are getting slightly less rare. According to a research note released by Goldman Sachs today, the world's rare earth supply deficit will probably reach its apex this year, before converting into a surplus by 2013. Goldman's analysts constructed their projections based on evidence that many Western companies have begun building their own mines, in response to China's overwhelming market dominance. Today, the People's Republic produces about 90-percent of the world's rare earth minerals -- a group of 17 elements that are used to manufacture many of the flat screen TVs, hybrids and cellphones we've come to know and love. Over the course of the past few years, China has only consolidated its hold on the industry, thanks to economic policies aimed at nationalizing private mines and implementing restrictive export quotas. As a result, global rare earth prices have skyrocketed, forcing mining companies in the US and elsewhere to look inward and harvest their own deposits. The only downside, however, is that even if global supply spills into a surplus within the next two years, prices probably won't cool down until 2015. But at least the horizon looks brighter than it has in recent months.

    When it first launched back in 2001, RuneScape was a primitive beast. Its blocky three-dimensional world was littered with hand-drawn two-dimensional sprites, and most of its sound effects could have been created by whacking random objects with a hammer. Only a handful of quests and skills existed, and there wasn't much land to explore. After over a decade of development, the RuneScape we have today bears little semblance to its primitive ancestor. The map is an order of magnitude larger, the list of quests has grown immensely, and there are countless things to do in the world. With several million actively playing free accounts and over a million paid subscribers, RuneScape has risen from its humble beginnings to be one of the world's most popular free-to-play MMOs. It's been a long road, with a few important milestones along the way. Today marks the sixth anniversary of the date that the RuneScape 2 beta was officially completed and the game's first major overhaul was launched live to players. Anyone who played back then will remember the beta fondly as the rebirth of a game they loved. Since then, regular game updates have added a huge amount of depth and content every year. In this retrospective article, I look back at RuneScape's past to see how it got to where it is today and what's new to the game over this past year.

Running parallel to the games we love and enjoy is a world full of rules, regulations, pitfalls and traps. Right? Right? Of course you do. Also, based on my images, can you tell that I've been leveling through Grizzly Hills? After the last two weeks of gold selling/hacking and crazy currency discussions, I found my email littered with questions that I had neglected. At the end of last month I also ran a mailbag feature, but some of these questions were so fun and provoking that I had to answer them publicly. One interesting thing about legal questions and answers is that you're obviously not getting the whole answer, because there are a million and one factors that go into questions and answers in the legal world. Rather, you're getting the beginnings of a concept that you might want to further your knowledge of. Fun times! Learning is fun! Let's learn together.   • Massively's guide to RuneScape's wilderness and free trade

    Back when the open-world PvP of Ultima Online was more than just a memory for most people, it just seemed natural for a game to let players beat each other to death. Having open-world PvP in an MMO checked off another item in the list of things that attracted people to the genre. RuneScape's wilderness area was Jagex's compromise between letting players smash each other's heads in and not alienating players who don't want their heads smashed in. While most of the game remained PvP-free, the wilderness to the north was an open PvP bloodbath complete with corpse-looting and rude language. PvP was removed from this area several years ago as part of a major effort to beat the RMT business. At the same time as wilderness PvP was removed, limitations were placed on the amount of gold a player could gain or lose in player-to-player trades every 15 minutes. Trading was migrated largely to a new Grand Exchange system with built-in price limits. This all but killed the game's emergent trading professions, severely limiting the scale of shops and making life harder for the wheelers and dealers out there. Both the trade and PvP restrictions were lifted just over a month ago, and players are quickly learning to take advantage of all that's been brought back to the game.     At the end of December, developer Jagex put the fate of its browser MMO RuneScape in the hands of its players. Several years ago, in an effort to combat the game's growing RMT problem, Jagex placed severe restrictions on PvP and the trading of items. To make transferring gold harder, Jagex made changes to deny trades in which one party gained a significantly higher value of items and gold than the other. Limits were also placed on the stakes players could fight over in one-on-one duels. The biggest changes came to the wilderness, RuneScape's open PvP area. Wilderness PvP was completely removed in order to remove the possible use of PvP looting mechanics to trade large quantities of gold. Jagex opened a public referendum and vote to ask players if they wanted wilderness PvP and free trade to return, and over a million players answered with a resounding "YES!" Just over a week ago, we interviewed RuneScape's lead designer Mark Ogilvie on the details of the changes and how they'll affect players. In an announcement today, Mark confirmed that those changes are now in effect, along with some tweaks to the gravestone and drop party systems.     Last month, Jagex did the unexpected when it opened up a major game-changing decision on its popular MMO RuneScape to a public vote. As part of RuneScape's 10th anniversary this year, Jagex gave players the chance to vote on whether they want PvP in the wilderness and free trade between players to be restored. These are two key features that were removed from the game around three years ago as part of an anti-RMT campaign. Over 1.2 million votes were cast in the public referendum, with over 90% of them asking for the revival of wilderness PvP and free trade. The much-loved game mechanics should be returning to RuneScape in early February. At Massively, we took the opportunity to interview RuneScape's lead designer Mark Ogilvie on the upcoming changes and what the future has in store for this popular browser MMO. Massively: When you initially put out a vote on the restoration of wilderness PvP and free trade, did you expect the response to be as overwhelming as it turned out to be? Mark Ogilvie: We really weren't sure. I spend a lot of time talking to my players, but you often find that PKers are a vocal minority. We wanted to run a referendum to see what the truth was, but we really weren't sure what was going to happen. We had a bit of a friendly sportsman's bet to see where the percentages would be, and I'm quite proud to say my guess was pretty spot on. I was really pleased when my bosses said, "let's ask the players and see what they think." Taking the risks to do something like that, putting a decision that big in our players' hands -- that's quite brave.   • Voting underway to restore RuneScape's wilderness PvP and free trade

    Last week, we reported that RuneScape developer Jagex had taken the unusual stance of giving players a say in some major game design decisions -- namely, the restoration of the wilderness as an open-PvP area and the revival of free trade. Over 1.2 million names signed the petition in just 24 hours, proving without a doubt that players want the opportunity to vote on the decision. Jagex has now moved onto phase 2 of the referendum, opening a vote to any player with a RuneScape account. If you have an account and want to vote on this important issue, head over to the wilderness referendum page to have your say. Over half a million players have already voted, with about 90% voting yes for the restoration of the wilderness and free trade. For those old enough to remember the old days of RuneScape before the wilderness and trade restrictions came in, there's a lot to look forward to if this motion passes. Back when RuneScape was young, the wilderness was an open PvP area full of dangerous challenges and worthwhile rewards. The further a player got into the wilderness, the higher the level difference could be between him and another player for PvP to still be possible. It was a place for gang warfare, battling the game's toughest creatures and ad-hoc survival challenges. Several years ago, Jagex took some serious steps to curb the growing RMT and botting problems. Direct trading was heavily restricted, with a block on trades where one player puts up a significantly different value of items or gold than the other player. The auctioneer-style "Grand Exchange" became the only reliable way to trade, but even it has limits on item value. To avoid RMT salesmen bypassing the trade system to deliver gold, limits were placed on the stakes in item duels and PvP was completely removed from the wilderness. The PvP provided by the wilderness was replaced with Bounty Hunter servers and PvP minigames. If this vote passes, all of that will be reversed and players will be free to experience a part of RuneScape's history that has been lost for years.
